Timor-Leste ao tornar independente tem todo o poder de soberania como um Estado de garantir que o seu espaço marítimo não pode ser violado e as suas riquezas têm de ser aproveitadas.
O seu mar, a localização geoestratégica e os seus recursos naturais marinhos são atributos que tem de ser protegidos. O país é abençoado com uma grande quantidade de recursos marinhos e naturais, vivos (pescas) e não vivos (petróleo), que são potencialidades que tem de ser geridas de forma adequada e garante uma utilização dos recursos com sentido de responsabilidade e sustentabilidade.
A combinação entre a segurança marítima e o desenvolvimento sustentável resulta uma confiança que pode trazer uma melhor economia, uma melhor proteção ambiental, uma melhor relação diplomática com outros países e uma melhor segurança e defesa para proteger a soberania do Estado.
Esta tese analisa criticamente a importância da segurança marítima para Timor-Leste, com todos os desafios que se enfrenta, principalmente no setor ambiental, na diplomacia, na economia e ainda na defesa e segurança do país.
O objetivo de segurança marítima deve se traduz na garantia de um desenvolvimento sustentável ao país, na melhor proteção e gestão dos seus recursos marinhos, e na garantia de uma vida melhor a todos os seus cidadãos.
When Timor-Leste becomes independent, it has all the sovereign power as a state to ensure that its maritime space cannot be violated and that its resources are put to good use. Its sea, its geostrategic location and its natural marine resources are attributes that must be protected. The country is blessed with a large amount of marine and natural resources, both living (fisheries) and non-living (oil), which are potentialities and have to be managed properly and guarantee the use of resources with a sense of responsibility and sustainability. The combination of maritime security and sustainable development results in a trust that can bring about a better economy, better environmental protection, better diplomatic relations with other countries and better security and defense to protect the sovereignty of the state. This thesis critically analyzes the importance of maritime security for Timor-Leste, with all the challenges it faces, especially in the environmental sector, in diplomacy, in the economy and also in the country's defense and security. The objective of maritime security should be to guarantee sustainable development for the country, better protection and management of its marine resources, and a better life for all its citizens.
