| dc.description.abstract | The two most important Portuguese political parties, PS and PSD, proposed the substitution of the current Proportional Representation electoral system for Portuguese municipalities, for a Plurality Voting system and a Mixed Member system, respectively. The purpose of this paper is to evaluate the three different systems under an array of criteria and contribute to a more informed discussion. We find that no system is preferable in all defined criteria, with Plurality voting and Proportional Representation being radically opposed systems and the Mixed Member system being a middle-ground compromise that combines the characteristics of the other two systems. | eng |
