| dc.description.abstract | Esta dissertação examina as respostas e reações dos Estados ao atual fenómeno migratório e, a partir daí, determina os termos em que se expressa o impacto deste fenómeno nas relações internacionais. São as relações entre África e a Europa que tem concentrado os nossos esforços. Esta investigação científica é necessária e urgente devido à crise humanitária decorrente da imigração ilegal, causando a perda de numerosas vidas humanas no Mediterrâneo. Para obter resultados, explorámos os recursos da descrição analítica, o que nos permitiu organizar as nossas ideias em três capítulos, começando por um panorama histórico antes de tirar as nossas conclusões, passando pelas diferentes políticas migratórias e de cooperação implementadas pelos Estados, na preocupação deles em gerir este fenómeno. Analisamos esta gestão em três níveis: multilateral, regional e bilateral. Os resultados detalhados no corpo da dissertação podem ser agrupados em três. Em primeiro lugar, vemos como o Estado, na sua concepção mais forte e com as implicações que se seguem, está a ser posto à prova pelos actuais fluxos migratórios. Em seguida, observamos como este fenómeno coloca os Estados frente a frente com o indivíduo que reivindica um papel nas Relações Internacionais. Por último, questionamos o que realmente significa gerir os fluxos migratórios, entre o encerramento das fronteiras e a abertura total. | pt_PT |
| dc.description.abstract | The present dissertation examines the responses and reactions of States to the current migratory phenomenon, and from there, determines the terms in which the impact of this phenomenon on international relations are expressed. It is the relations between Africa and Europe which have focused our efforts. This scientific investigation is necessary and urgent because of the humanitarian crisis arising from illegal immigration, causing the loss of numerous human lives in the Mediterranean. To obtain results, we exploited the resources of analytical description, which allowed us to organize our ideas over three chapters, starting with a historical overview before drawing our conclusions, passing through different migration policies and cooperation implemented by States, in their concern to manage this phenomenon. We analyze this management on three levels: multilateral, regional, and bilateral The results which are detailed in the body of the dissertation can be grouped into three. First, we see how the State, in its strongest conception and with the implications that follow, is being put to the test by current migratory flows. Then, we observe how this phenomenon puts States face to face with the individual who claims a role in International Relations. Finally, we question what it really means to manage migratory flows, between closing borders and total opening. | pt_PT |
