Digital Public Diplomacy has become increasingly important for countries to enhance their
soft power. However, the large volume of opinion data on social media makes it difficult for
governments to effectively monitor and respond to public debates. Meanwhile, little is
understood about how opinions emerge and gain momentum online. Therefore, this thesis
employs different Natural Language Processing analyses for the automated detection and
evaluation of public discourse. By analyzing 13.045 Tweets obtained during the United
Nations Ocean Conference 2022, the research revealed leading discussion themes and
influential networks on Twitter while measuring the event's impact on the host country
Portugal.
