Efeitos e consequências públicas e políticas de ONGs e de coletivos feministas relativamente ao homicídio de mulheres (feminicídio) no Brasil e em Portugal: uma aproximação compreensiva e comparativa

Esta investigação parte do entendimento de que o feminicídio representa a forma mais extrema de violência patriarcal contra as mulheres. A partir do estudo de quatro organizações feministas – duas brasileiras e duas portuguesas –, examinam-se os significados que elas
atribuem a essa violência e as estratégias concretizadas em suas práticas de atuação. Buscase compreender como o feminicídio é apropriado, nomeado e transformado em práticas de enfrentamento no âmbito da sociedade civil organizada. Do ponto de vista teóricometodológico, a pesquisa ancora-se em uma abordagem feminista e qualitativa, que possibilita observar como as práticas das organizações assumem centralidade crítica na denúncia das falhas estatais, no fortalecimento de redes de apoio e na proposição de caminhos de transformação social. A coleta de dados foi realizada por meio de entrevistas estruturadas, permitindo apreender as concepções das organizações sobre o feminicídio, suas estratégias diante da violência de gênero e as formas de articulação com o Estado e as políticas públicas. A análise associa revisão da literatura, enquadramento do feminicídio nos dois contextos nacionais e a análise das entrevistas realizadas. A partir da experiência acumulada dos coletivos entrevistados, evidenciam-se diferenças e semelhanças entre suas trajetórias, bem como os desafios enfrentados nas práticas institucionais e comunitárias e os recursos que garantem suas ações. Os resultados apontam para a importância da atuação das organizações feministas entrevistadas, tanto por ampliarem a compreensão do feminicídio no Brasil e em Portugal quanto por proporem alternativas sociais de respostas fundamentadas na experiência coletiva e por produzirem conhecimento crítico acerca das estruturas patriarcais.
This research departs from the understanding that femicide represents the most extreme form of patriarchal violence against women. Based on the study of four feminist organisations – two Brazilian and two Portuguese – it examines the meanings they attribute to this violence and the strategies materialised in their practices. The aim is to understand how femicide is appropriated, named, and transformed into practices of resistance within organised civil society. From a theoretical and methodological perspective, the research is grounded in a feminist and qualitative approach, which makes it possible to observe how the organisations’ practices assume a critical centrality in denouncing state failures, strengthening support networks, and proposing paths for social transformation. Data collection was carried out through structured interviews, allowing for the identification of each organisation’s conceptions of femicide, their strategies for addressing gender-based violence, and their forms of articulation with the State and public policies. The analysis combines a review of the literature, the framing of femicide in both national contexts, and the interpretation of the interviews conducted. Drawing on the accumulated experience of the organisations interviewed, the study highlights both the differences and similarities among their trajectories, as well as the challenges faced in institutional and community practices and the resources that sustain their actions. The findings point to the crucial importance of the feminist organisations’ work, both in expanding the understanding of femicide in Brazil and Portugal and in proposing socially grounded responses based on collective experience, while producing critical knowledge about patriarchal structures.
