O tema dos refugiados tem assumido grande importância nos últimos anos, em especial para a União Europeia (UE), devido ao aumento do fluxo de refugiados que chegam às fronteiras dos Estados-membros.
Múltiplos conflitos têm dado origem a um aumento no número de requerentes de asilo que chegam ao espaço europeu, o que se tem refletido numa pressão significativa nas decisões dos Estados membros para criar um método de controlo para este fluxo.
A criação de um Sistema Europeu Comum de Asilo (SECA) e o respetivo desenvolvimento é importante para o futuro da UE e para os Estados membros como parte da União. Os refugiados em particular são os mais afetados pelas decisões políticas dos Estados membros nesta matéria.
Este trabalho apresenta, assim, quatro capítulos nos quais será feita uma análise da evolução do SECA. Será, igualmente, analisado o conceito de refugiado, a importância do Direito Internacional com bases humanitárias nos seus direitos, a evolução do SECA e a resposta por parte dos Estados membros ao SECA e ao fluxo de refugiados, respetivamente, com o intuito de verificar se o objetivo principal deste sistema é a integração dos refugiados nas sociedades de acolhimento na União Europeia.
Refugees have been an important theme, mostly in recent years for the European Union. Different wars had created a big number of asylum seekers come to the EU and that has created pressure on the decision of Member-states to come forward with a method to control the mass influx of asylum seekers. The creation of the Common European Assylum System (CEAS) and its development is important for the future of the EU and for member states as well as part of the Union. Refugees in particular, are the ones more impacted on Member-states decisions and have a direct impact in many lives. Therefore, this work presents four chapters that during its course will analyse the CEAS evolution. It will be revised the definition of refugees, the importance of Inernational law with humanitarian bases effect on refugee law, the evolution of the CEAS, and the EU’s Member-states response to the CEAS and mass refugee influx, accordingly, in order to prove that the CEAS main purpose is the integration of refugees in the EU communities.
