The work presented, develops an analysis that has the purpose of studying the behaviour and identify the facts which have led to the increase of the public sector expenditure in Portugal, for the period that goes from 1967 to 2006. For that purpose, a relation between the gross domestic product and total expenditure was demonstrated following the Wagner’s Law. Having achieved that, a standard functional approach established by the United Nations was used to better identify and summarize the facts that were relevant for the behaviour of public expenditure. This work concludes on the existence of a positive trend concerning the growth of public expenditure.
