The main goal of a Performance Appraisal system is to evaluate performance. However, in many organizations, raters tend to be influenced by other variables to assess their employees. These variables, the so called bias, affect the evaluation results and, consequently, the real performance of the employees is not reflected.
This paper explored nine variables to check for the possibility of constituting a bias in the Portuguese public sector. Among those nine variables, three of them, Salary, Leadership Position and Training Hours, showed a significant “impact” on Performance Appraisal used in 2005 by the Portuguese Public Sector, and consequently, might constitute a bias.
