O Estado Português é responsável pela manutenção das estruturas diplomáticas nos países onde se encontra representado. Este princípio ocorre sob as normas determinadas pela Convenção de Viena sobre Relações Diplomáticas e pela Convenção sobre Relações Consulares. O mecanismo diplomático deve não só inteirar-se das relações que são estabelecidas entre o Estado acreditado e o Estado acreditante, como também deve assegurar os direitos e a proteção dos cidadãos que residem fora do território português.
É por isso importante distinguir o trabalho que é realizado pela Embaixada, em contraste com a natureza das funções desempenhadas pelos Consulados. Em casos onde existe uma elevada concentração de habitantes de nacionalidade portuguesa, existe uma separação física entre as duas representações, de forma a poder agilizar o tempo de resposta às necessidades dos seus utentes.
Este relatório pretende expor o conhecimento adquirido em contexto diplomático, ao analisar o trabalho desenvolvido no âmbito do estágio curricular que decorreu junto do Consulado-geral de Portugal em Paris. Paralelamente, é importante refletir sobre as tarefas que foram desenvolvidas durante o período descrito, e de que forma corresponderam às expectativas inicialmente traçadas.
The Portuguese State is responsible for maintaining certain the diplomatic structures in the countries in which it has its own representations. This principle resides within the regulation of the Vienna Convention on Diplomatic Relations and the Vienna Convention on Consular Relations. The diplomatic mechanism should be intrinsic to the relations established between the sending State and the receiving State. As such, it is thereby responsible for assurance of the respect and protection of citizens that live outside of the Portuguese territory. It is important to distinguish the nature of the duties fulfilled by the Embassy and by the Consulate. In cases where there is a large Portuguese community, there is a physical separation between the two representations, towards the improvement of the effectiveness of the consular services. This report aims to display the knowledge that was acquired in diplomatic context, by analysing the work that was developed during the curricular internship in the Consulate General of Portugal in Paris. Simultaneously, it is important to reflect upon the tasks that were executed during the described period and in which way they met the initial expectations.
