This thesis examines the Portuguese student housing crisis through a market description, a review of policy proposals and their drawbacks, and a game-theoretic analysis of the effectiveness of the "Plano Nacional para o Alojamento no Ensino Superior" (PNAES). Regulatory inefficiencies and delays emerge as critical barriers to increasing supply, whereas fostering collaboration between public and private stakeholders has been shown to enhance affordability and availability. The analysis highlights the need for sufficiently high subsidies
and government intermediation to counteract private developers’ preference for luxury projects. Although game theory provides valuable insights, its limitations underscore the necessity of contextual analysis.
