  • Fundo EFTA revisita Portugal

    Entre os países fundadores da EFTA, Portugal tinha o nível de desenvolvimento mais baixo: o acordo de adesão na Convenção de Estocolmo integrou um anexo (Anexo G) que teve em conta a especificidade da economia portuguesa, protegendo as indústrias nacionais. O impacto da adesão à EFTA sobre a economia portuguesa foi enorme. Estima-se que cerca de metade do crescimento das exportações portuguesas (+16% ao ano entre 1959 e 1966) se deveu ao “efeito EFTA”. No entanto, perante uma situação socio-económica delicada, em 1975, a EFTA voltaria a apoiar Portugal, criando o “Fundo EFTA”, orientado para as PME. Com a entrada de Portugal na então CEE, chegou-se naturalmente ao fim destes apoios. Mas quando se julgaria que este capítulo estaria definitivamente encerrado, eis que, qual Fénix renascida das cinzas, Portugal passou a beneficiar, desde 2005, do “Mecanismo Financeiro da EFTA”, originalmente criado para os dez novos EM do Leste europeu. Através do “Mecanismo Financeiro Norueguês”, a Noruega disponibilizou ainda mais de 550 milhões de euros adicionais. Rabo de Peixe, uma das catorze freguesias do município da Ribeira Grande, apresenta um conjunto de indicadores socioeconómicos alarmantes: elevadas taxas de analfabetismo e de mortalidade infantil, desemprego bem acima da média da RAAçores, habitação sem rede pública de esgotos. É neste cenário – longe de idílico – que os “Fundos EFTA” aprovaram o Projecto “Velhos Guetos, Novas Centralidades”, com um financiamento de 23 milhões de euros. A comunicação caracteriza o território, faz uma análise SWOT do território e propõe linhas estratégicas de desenvolvimento.

    It was only in 1930’s and, especially, in the 50’s, that São Paulo (and its Metropolitan Region) became the main industrial hub of Brazil. It was the “Plano de Metas” of President Juscelino Kubitschek that led to the introduction of mass manufacturing industries, with emphasis on the automobile industry, located in the southeast industrial periphery of São Paulo known as ABCD and corresponding to the municipalities of Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Ribeirão Pires and Rio Grande da Serra. São Paulo is the biggest city in South America and a “Global City”, nevertheless, it is also the “Metrópole das Desigualdades”, with a chaotic process of urbanization, a largely dilapidated housing and with high levels of poverty and social exclusion. With the oil crises, which occurred in the 70’s, the ABCD starts a process of productive restructuring that has led to some industries leaving the area. However, we believe that the conditions are met for the promotion of territorial development strategies based on local and endogenous factors, throughout measures where the local/regional political power interacts and establishes partnerships with other territorial actors: government, companies, financial institutions, business associations, cooperatives, non-governmental organizations and civic movements.
  • Estrategias Locales de Desarrollo para el Combate a la Pobreza y Exclusión Social en la Región Metropolitana de São Paulo - Brasil

    São Paulo es la mayor ciudad de América del Sur y una “Ciudad Global”, sobre todo teniendo en cuenta su moderna infraestructura, la prestación de servicios de nivel mundial y la concentración de funciones de coordinación y comando asociadas a las empresas transnacionales. Sin embargo, también es la “Metrópole das Desigualdades”, con un caótico proceso de urbanización, un parque de habitaciones mayoritariamente degradado y con altos niveles de pobreza y exclusión social. Las últimas teorías y políticas de Desarrollo Regional y Local procuran privilegiar las medidas en que el poder político local/regional interactúa y establece parcerias com otros actores protagonistas en el territorio: Gobierno, empresas, instituciones financieras, asociaciones empresariales, cooperativas, organizaciones no-gubernamentales y movimientos cívicos. Por lo tanto, esta ponencia presenta una serie de iniciativas locales de desarrollo, con capacidad de contribuir a la resolución de los problemas detectados, en referencia al área en estudio - la Région Metropolitana de São Paulo e con mayor detalle la periferia industrial de la ciudad de São Paulo conocida como ABCD (o Grande ABC).

  • When Bones Blur the Lines

    Background/Objectives: Sex estimation is a cornerstone of research and practice in bioarchaeology and forensic anthropology. However, morphological and metric methods are often hampered by population-specific variation, subjectivity in assessment, and taphonomy. This study compares morphological analysis and ancient DNA (aDNA)-based sex assessment in a 19th-century Portuguese sample to evaluate the accuracy of osteological (anthropological) criteria. Methods: This study analysed 37 skeletons from the Venerável Ordem Terceira da Nossa Senhora do Carmo burial grounds in Porto. Sex estimation was based on (1) the bioanthropological assessment of morphological traits of the os coxae and the skull (2) through aDNA analysis using a multi-marker approach, including real-time PCR (qPCR) targeting autosomal loci, the amelogenin locus, a Y-chromosomal INDEL, and Y-STRs. aDNA was extracted via a non-destructive protocol. Results: Whilst anthropological analysis was possible on all 37 individuals, estimation of sex through aDNA analysis was possible for 26 individuals. A 20% discordance rate was found between morphological and aDNA results. Many individuals morphologically classified as “possible female” or “indeterminate” were genetically identified as male. Genetic analysis resolved most cases that biological anthropologists concluded were “indeterminate”. Conclusions: The high discordance in the Carmo sub-sample may indicate reduced skeletal sexual dimorphism, with males exhibiting skeletal traits typically associated with females, suggesting a sample-specific reduction in sexual dimorphism likely influenced by environmental, nutritional, and/or genetic stressors. A limitation of this study is its small sample size: only 26 of 37 individuals yielded usable genetic results, and only a portion of these individuals provided sufficient data for a direct comparison between morphological and genetic data. Nevertheless, these findings highlight the risk that applying generalised osteological standards relying solely on morphology can lead to systematic misclassification, emphasising the need for a critical, multidisciplinary approach to sex estimation.

    The Orthographia Pratica de Varias Letras is a unique 17th-century Portuguese codex, notable for its exceptional significance in the history of Latin calligraphy during the Modern period. Unfortunately, it faces complex conservation challenges due to the presence of iron gall ink (IGI). This work aimed to thoroughly characterise the inks and their impact on the manuscript using an integrated analytical approach. Extensive micro-XRF analysis revealed two distinct groups of IGIs based on their transition metal content. Zn-rich IGIs were found in half of the manuscript, suggesting the use of Zn-bearing green vitriol. In contrast, a more refined form of green vitriol was identified in the IGIs on the other half, suggesting that different types of vitriol were used. Variations in the binder-to-vitriol ratios were proposed, indicating distinct IGI formulations throughout the codex. The poor condition observed in some folios was primarily associated with greater ink coverage per surface area and lower binder content. FIB-SEM and PIXE analysis provided insights into the behaviour of Fe within the cellulose structure, including penetration and lateral migration. The IGI chromophore was further investigated by Mössbauer and XPS, which confirmed an Fe(III)-polyphenol mono-complex with a catecholate binding mode and Fe(III) in an octahedral arrangement.
