Neste artigo discute-se o papel do Ministro da Guerra José Norton de Matos nos governos de José de Castro e Afonso Costa, no âmbito do processo que conduziu à beligerância portuguesa na Primeira Guerra Mundial. O seu combate pela beligerância começara já a ser travado em sede colonial e em sede partidária, passando até pelo envolvimento na revolução de 14 de maio de 1915. Foi sempre um combate eminentemente político que, especialmente a partir do momento em que conquista a pasta da Guerra, em 22 de julho de 1915, travará em várias frentes. A frente governamental, aqui analisada durante os oito meses iniciais do seu mandato que culminaram na declaração de guerra da Alemanha a Portugal, em 9 de março de 1916, é uma delas. This article discusses the role of the Minister for War, José Norton de Matos, in bringing Portugal into the First World War. He had long fought his case for belligerency, both in the colonies, as Governor General of Angola, and in Portugal, within the Democratic Party, being involved in the revolution of 14 May 1915. His struggle was always a highly political one and would be fought on various fronts, especially after his appointment to the War Ministry in July 1915. This article analyses his fight on the “governmental front”, with particular attention to his first eight months in office, in the cabinets of José de Castro and Afonso Costa, which culminated in Germany’s declaration of war on Portugal, on 9 March 1916.
