Resumo(s)
Este trabalho inicia-se com a contextualização do Desenvolvimento Sustentável, analisando a
sua evolução, relevância e impacto a nível global. Realça a forma como este influenciou a de-
finição e processamento do planeamento urbano e alguns elementos adicionados a este con-
texto oriundos da conceituação do Desenvolvimento Sustentável.
De seguida, explora-se o conceito Net Zero, abordando a sua origem, definição e a necessi-
dade do mesmo, fundamentada por estudos e projeções científicas indicadores do insucesso
das medidas impostas até à data na luta contra as alterações climáticas. Apresentam-se guias
práticos desenvolvidos por entidades especialistas com diretrizes relevantes e compreensivas
de como os países devem agir no processo de integração Net Zero. De modo a exemplificar a
manifestação de medidas alinhadas com o conceito Net Zero em meio urbano o estudo inclui
duas cidades de referência dentro deste âmbito, Barcelona e Singapura. Apresenta o enqua-
dramento histórico das cidades, a evolução de gases antropogénicos das mesmas, assim como
as práticas Net Zero em vigor nos respetivos contextos.
Por último, indica medidas e estratégias consideradas indispensáveis para a integração do
conceito Net Zero, acompanhadas de um cronograma de implementação, cuja formulação foi
considerada de fatores relevantes para uma transição ecológica, transparente e exequível in-
dependentemente do nível de desenvolvimento urbano em questão.
Concluindo, o cronograma e as medidas propostas preveem uma transição gradual, mas con-
tínua, com ajustes constantes por forma a acompanhar avanços tecnológicos, adaptações le-
gislativas e novos desafios climáticos. Apesar de se tratar de um processo moroso, a imple-
mentação Net Zero é crucial para assegurar urbanizações eficientes, resilientes e sustentáveis.
This work begins with the contextualization of Sustainable Development, analyzing its evolu- tion, relevance, and global impact. It highlights how it has influenced the definition and pro- cessing of urban planning and some elements added to this context derived from the con- cept of Sustainable Development. Next, the Net Zero concept is explored, addressing its origin, definition, and the need for it, based on studies and scientific projections indicating the failure of measures imposed so far in the fight against climate change. Practical guides developed by expert entities are pre- sented, with relevant and comprehensive guidelines on how countries should act in the pro- cess of integrating Net Zero. To exemplify the manifestation of measures aligned with the Net Zero concept in urban settings, the study includes two reference cities within this scope, Barcelona and Singapore. It presents the historical framework of the cities, the evolution of anthropogenic gases in them, as well as the Net Zero practices in place in their respective contexts. Finally, indispensable measures and strategies for the integration of the Net Zero concept are indicated, accompanied by an implementation timeline, whose formulation was based on rel- evant factors for an ecological, transparent, and feasible transition, regardless of the level of urban development in question. In conclusion, the proposed timeline and measures foresee a gradual but continuous transi- tion, with constant adjustments to keep up with technological advances, legislative adapta- tions, and new climate challenges. Although it is a lengthy process, the implementation of Net Zero is crucial to ensure efficient, resilient, and sustainable urbanization.
