O presente relatório tem como objetivo apresentar a experiência de estágio
curricular no Conselho Português para os Refugiados, mais especificamente no
Departamento de Mediação Social do Centro de Acolhimento para Refugiados 2 (CAR
2), decorrido entre 9 de outubro de 2023 e 28 de junho de 2024. O tema central é a atuação
da equipa técnica do CAR2, enquanto street-level bureaucrats, no acolhimento de
beneficiários de proteção internacional. Para tal, contribuiu a observação direta no terreno
durante o estágio, bem como a aplicação de 12 entrevistas a elementos da equipa técnica
do CAR2. Preambularmente, apresenta-se a evolução temporal e conceptual do termo
“street-level bureaucracy”, bem como o enquadramento dos programas em vigência no
CAR2. Ainda que o trabalho destes profissionais esteja condicionado por fatores internos
e externos ao CPR, a resiliência e capacidade de solucionar criativamente os desafios
colocados a esta equipa faz com que que o papel que os seus membros exercem enquanto
street-level bureaucrats seja importante para o acolhimento e integração dos beneficiários
de proteção internacional na sociedade portuguesa.
The aim of the current study is to present the experience of the curricular internship in the Portuguese Refugee Council (CPR), more specifically in the Social Mediation Department of the Refugee Reception Center 2 (CAR 2), which took place between 9th October 2023 and 28th June 2024. The object of this study is the performance of the technical team of CAR 2, as street-level bureaucrats, in the reception of beneficiaries of international protection. Direct observation in the field during the internship, as well as 12 interviews with members of CAR 2’s technical team contributed to this. The first part of this study presents a temporal and conceptual evolution of the term "street-level bureaucracy", as well as the different program frameworks in force at CAR 2. Although the work of these professionals is conditioned by factors both internal and external to the CPR, the resilience and ability to creatively solve the challenges posed to this team makes the role that its members play important for the reception and integration of beneficiaries of international protection in Portuguese society.
