Desde Alma Ata (1978) que os Cuidados de Saúde Primários se tornaram o objetivo
central da prestação de cuidados de saúde. No contexto da gestão de centros de saúde, a
otimização dos recursos disponíveis e a prestação de serviços eficientes são desafios
prementes. A crescente complexidade dos cuidados de saúde, exige abordagens inovadoras
para garantir um atendimento de qualidade. Nesse sentido, a Engenharia Industrial e a
Investigação Operacional têm se revelado valiosas para lidar com tais desafios, na medida em
que apresentam métodos que podem ser aplicados na resolução de problemas complexos de
gestão e podem desempenhar um papel fundamental na análise e otimização dos fluxos de
trabalho, alocação de recursos, planeamento de capacidades, gestão de stocks, processos de
agendamento, entre outros.
A presente dissertação de mestrado tem como foco a aplicação de metodologias de
Investigação Operacional, mais precisamente, o software de simulação "
FLEXIM Healthcare
"com o objetivo de simular a integração de uma plataforma de acompanhamento de pacientes,
através de teleconsultas, numa Unidade de Saúde Familiar. No centro desta pesquisa está o
desafio de implementar esta integração, garantindo a otimização do serviço na prestação
simultânea de consultas e teleconsultas de forma a atender às procuras complexas e variáveis
dos pacientes
A implementação bem-sucedida desta abordagem permitirá uma distribuição eficaz do
tempo médico e a oferta de um serviço mais complexo, personalizado e diversificado para os
pacientes na medida em que lhes é possibilitado serem acompanhados à distância, através de
teleconsultas, evitando os desconfortos e perdas de tempo de deslocações físicas.
Since Alma Ata (1978) Primary Health Care has become the central objective of health care provision. In the context of health center management, optimizing the available resources and providing efficient services are pressing challenges. The increasing complexity of healthcare requires innovative approaches to ensure quality care. Consequently, Industrial En- gineering and Operational Research have proven to be valuable in dealing with such chal- lenges, as they present methods that can be applied in solving complex management problems and can play a fundamental role in the analysis and optimization of work flows, resource allo- cation, capacity planning, stock management, scheduling processes, etc.. This master's thesis focuses on the application of Operational Research methodologies, more precisely, the FLEXIM Healthcare simulation software with the aim of simulating the in- tegration of a patient monitoring platform, through teleconsultations, in a Family Health Unit. At the heart of this research is the challenge of implementing this integration, ensuring the optimization of the service in the simultaneous provision of consultations and teleconsultations in order to meet the complex and variable demands of patients. The successful implementation of this approach will allow for an effective distribution of medical time and the offering of a more complex, personalized and diversified service to pa- tients as they are able to be monitored remotely, through teleconsultations, avoiding discom- fort and losses. of physical travel time.
