Os vazios urbanos fazem parte dos desafios das cidades contemporâneas. Esses
espaços sem uso, porque perderam o uso para que foram criados ou porque nenhum lhes foi
atribuído, integram um processo de declínio, devido ao seu abandono, degradação física e
insegurança implícita, provocando a desvitalização e desqualificação na sua envolvente, e
prejudicando as dinâmicas sócio-económicas e urbanísticas urbanas. Os conceitos de
reabilitação, regeneração, requalificação e colmatação, integram políticas urbanas em busca da
(re)valorização do ambiente urbano, a fim de fomentar novos processos de desenvolvimento
dessas áreas.
Tendo em vista a pertinência e atualidade da temática, pela proliferação dessas
situações nas áreas urbanas, a dissertação parte de um enquadramento teórico, de modo a
estudar os conceitos à volta dos vazios, as suas tipologias, as causas e os reflexos da sua
permanência nas cidades. Torres Vedras, uma dinâmica cidade da Região Oeste, é a referência
para o estudo de caso. É dado destaque à sua evolução e ao contexto histórico, como também,
às políticas urbanas recentes realizadas pelo munípicio, que visam a requalificação e valorização
do património edificado e o desenvolvimento sustentável do território.
Depois o estudo foca-se na apreciação de sete vazios urbanos com características
diferenciadas (terrenos desocupados e edifícios devolutos), localizados em duas áreas distintas
da cidade: o centro histórico, com cinco casos analisados, e a periferia a norte da cidade,
nomeadamente a Encosta de São Vicente, na envolvente ao Parque do Choupal, com dois casos
analisados. A apreciação dos exemplos selecionados é realizada sob a perspectiva de que esses
espaços reúnem grande potencial para mitigar questões sociais, culturais, económicas e
ambientais.
As propostas de reabilitação, requalificação e colmatação apresentadas, são idealizadas
de forma a priorizar a criação de um ambiente urbano mais atrativo e qualificado, promovendo a
sustentabilidade, a coesão social e territorial. Trata-se de propostas de intervenção benéficas
para a cidade, a partir da integração de áreas que permanecem segregadas e da revitalização
de espaços degradados. A redefinição de usos é elaborada de acordo com a especificidade de
cada espaço, da sua inserção urbana, de eventuais orientações de planeamento para aí
existentes, atribuindo novas funções a esses espaços vacantes, tornando-os funcionais e
devolvendo vida ao local. Em alguns casos intervencionados as operações de reabilitação e
colmatação urbana favorecem a oferta de habitação, concorrendo para dar resposta à atual crise
habitacional.
O projeto previsto para revitalização urbana, promove novas dinâmicas à cidade de
Torres Vedras, visto que um local multi-funcional, conjugando habitações com outras funções urbanas é capaz de fixar novos residentes, comércios e investimentos, transformando-se em um
ambiente diverso, competitivo e inovador
Urban vacants are one of the challenges facing contemporary cities. These unused spaces, either because they lost their intended use or were never designated a purpose, are part of a process of decline, due to their abandonment, physical degradation, and implicit insecurity, causing devitalization, disqualification in their surroundings, and damaging socio-economic and urban dynamics. The concepts of rehabilitation, regeneration, requalification, and infilling are part of urban policies seeking to (re)valuing the urban environment, fostering new development processes in these areas. Given the relevance and topicality of the subject, due to the proliferation of these situations in urban areas, the dissertation starts from a theoretical framework, to study the concepts surrounding voids, their typologies, causes and the impacts of their presence in cities. Torres Vedras, a dynamic city in the West Region, is the reference for the case study. Emphasis is placed on its evolution and historical context, as well as the recent urban policies implemented by the municipality, which are aimed at the requalification, valorization of the built heritage and the sustainable territorial development. The study then focuses on the assessment of seven urban voids with distinct characteristics (vacant lots and derelict buildings), located in two different areas of the city: the historic center, with five cases analyzed, and the northern outskirts of the city, namely Encosta de São Vicente, adjacent to Parque do Choupal, with two cases analyzed. The assessment of these selected examples is conducted under the perspective that these spaces have great potential to mitigate social, cultural, economic, and environmental issues. The rehabilitation, requalification and infilling proposals presented are designed to prioritize the creation of a more attractive and qualified urban environment, promoting sustainability, social and territorial cohesion. These are intervention proposals that will benefit the city by integrating areas that remain segregated and revitalizing degraded spaces. The redefinition of uses is designed according to the specific nature of each space, its urban setting, and any planning guidelines that may exist for it, assigning new functions to these vacant spaces, making them functional and bringing life back to the area. In some intervened cases, urban rehabilitation and infilling operations favor residence provision, contributing to addressing the current housing crisis. The proposed urban revitalization project promotes new dynamics in the city of Torres Vedras. A multi-functional location, combining residences with other urban functions, has the potential to attract new residents, businesses, and investments, transforming into a diverse, competitive, and innovative environment.
