Neste trabalho exploramos como um evento como a cheia outrora recorrente, expectável, normalizado e gerido socialmente se transforma num desastre. Através da recolha de memórias das cheias do passado dos habitantes da aldeia da Ereira no Vale do Mondego, constrói-se uma narrativa de um território em transformação. Este, reconfigurado pelo Plano Geral de Ordenamento da Bacia do Mondego, tenta responder a um conjunto de múltiplas necessidades nomeadamente assegurar o bom funcionamento da indústria de
celulose que aparece na região. Consequentemente, a paisagem do Vale do Mondego e a relação da população com o rio transformam-se. A contenção do rio pelas estruturas hidráulicas construídas interrompe o sistema de resiliência social que dava anteriormente resposta às cheias, contribuindo para a construção de uma nova ecologia das cheias no Mondego. Neste ambiente dominado pela engenharia e constantemente re-imaginado por figuras políticas, os saberes dos habitantes do vale são excluídos produzindo-se um novo
espaço de vulnerabilidade às cheias. Assim se constrói uma verdadeira paisagem do desastre.
In this thesis, we explore how an event such as floods, once recurrent, expectable, normalized and socially managed, can become a disaster. Based on the past flood memories of the inhabitants of the village of Ereira in Vale do Mondego, we constructed a narrative of a changing place. Reconfigured by the “Plano Geral de Ordenamento da Bacia do Mondego”, which tries to respond to multiple needs, namely ensuring the proper functioning of the pulp industry that appears in the region. I this scenario, the landscape of the Mondego Valley and the relationship between the population and the river are transformed. The containment of the river by the consequent built hydraulic structures has interrupted the social resilience system previously in place that responded to the floods, contributing to the construction of a new flood ecology in Mondego. In such environment dominated by engineering and constantly reimagined by political figures, the inhabitants of the valley knowledge is excluded of the equation, producing a new space of vulnerability to floods. Thus, building a true landscape of disaster.
