Com o avanço tecnológico dos últimos anos, o conceito smart city (cidade inteligente),
associado à implementação de tecnologias de informação e comunicação e analítica de dados, tem
vindo a ganhar popularidade em todo o mundo. A utilização das novas tecnologias apresenta-se, hoje,
como uma ferramenta útil para uma gestão mais eficiente das cidades, mas também como um
instrumento capaz de melhorar a qualidade de vida dos cidadãos e de responder aos desafios que as
áreas urbanas enfrentam no atual cenário de incerteza e escassez de recursos naturais e financeiros.
Em Portugal, o conceito tem vindo a suscitar interesse crescente nos últimos anos e vários
municípios já desenvolvem estratégias concertadas e projetos nesta área. Esta investigação analisa
como a adoção e operacionalização do conceito está a acontecer na realidade portuguesa e que
impactos está a causar nas estruturas e funcionamento interno das câmaras municipais, assim como
na relação com outras entidades e municípios.
With the latest technological progress, the smart city concept, coupled with the implementation of Information and Communication Technologies and data analytics, has been gaining popularity around the world. The use of new technologies is today a useful tool for more efficient city management, but also an instrument to improve citizens' quality of life and address the main challenges urban areas are facing in the current scenario of uncertainty and scarcity of natural and financial resources. In Portugal, the concept has attracted growing interest in recent years and several municipalities are developing concerted strategies and projects in this field. This research aims to analyze how the adoption and operationalization of the concept is happening in the Portuguese reality and what impacts it is having on the structures and internal functioning of the municipal councils, as well as on the relationship with other entities and municipalities.
