Resumo(s)

Corruption is a global problem affecting all nations, governments, and civilizations, and it remains one of the most significant challenges in public procurement today. Almost a third of the public believes that their nation’s corruption worsens, and their Government is failing to tackle it. It is difficult to identify and evaluate trends that indicate misconduct. Over the last few years, Open data legislation has emerged worldwide since data is frequently published in numerous locations and inconsistent formats, making it impossible to analyze all contracts that arise daily that may contain this type of activity. The European Union market provides an opportunity to identify best practices while highlighting opportunities to purchase from better and more transparent providers. This, combined with the demand to leverage Open data breaks ground for a platform like Govwise. Govwise is a Data-Driven startup that provides an Advanced Analytics Platform created to deliver a wide range of data analytics to governmental organizations. This study aims to serve as an initial step toward developing an integrity system for uncovering corporate wrongdoing. The main focuses are identifying and classifying contracts as possibly suspicious and detecting companies with common shareholders bidding for the same agreement. Finally, understand if companies with illicit behavior have leverage within the bidding process in public procurement. Thus, this strategy will help improve the bidding process making it more transparent and fairer for all parties.
