Numerous industries and sectors of the economy and society are using information management and Business Intelligence systems, given the multiple benefits for the business processes in an organization. One of the areas where it is possible to take advantage of Business Intelligence and Data Visualization is public administration, where gathering and analysing data generates a more efficient and productive solution, with the help of modern Business Intelligence tools. We are reporting the conduction of a set of activities whose procedures and results propose to improve the use of public funds and directing investment, namely in areas of superior value-added, thus creating a more effective public management standard. In this project we analyse a particular case, covering a region of Portugal, a territory composed of twelve municipalities comprising the Intermunicipal Community of the Oeste Region (CIMO). Through a transactional database, covering all the purchases paid by electronic card and the cash surveys conducted in this area, it was possible to analyse a set of consumer behaviours and recognize shopping patterns by region and profile. Data modelling was carried out and later a dashboard was built that presents the main results of the analysis conducted, and where it would be possible to take benefit from data visualization, creating powerful insights. As a result of this project, it is possible to deliver significant insights and tools to local public administrators with valuable information on the development and monitoring of card transactions in amounts and consumer profiles to help stakeholders in the process of making more informed and efficient decisions in the scope of business as recognized places of self-brand, promoting sales and the assertion of the municipal distinctiveness in the region. The following article was submitted to a peer-reviewed scientific journal entitled "IEEE Transactions on Visualization and Computer Graphics", published by the IEEE Computer Society, and which covers topics related to computer graphics and visualization systems, among other subjects.
