O debate a respeito da preservação industrial é reconhecido institucionalmente em
1978, com a criação do The International Committee for the Conservation of the
Industrial Heritage (TICCHI), mas é a Carta de Nizhny Tagil (2003), que unifica o debate
sobre o tema e credita valor aos vestígios da cultura industrial. Devido ao seu lato
universo e além das suas características particulares e peculiares, faz-se necessário o
estabelecimento de critérios basilares (Coulls, 1999) que avaliem e justifiquem a
patrimonialização e conservação dos bens ferroviários, portadores de um significado que
se degradam em ritmo acelerado. Os conceitos de autenticidade, integridade e
significância cultural são noções que guiam a conservação de bens culturais em todo o
mundo, apesar de sua difícil interpretação e compreensão. Comumente estudados de
modo independente, está investigação propõe através de uma interpretação
contemporânea do património, uma leitura indissociável dessas três noções, com base na
premissa de Lira (2020) que estão diretamente relacionados com os atributos do bem
cultural. Com objetivo de apresentar uma ferramenta que avalie os atributos, os valores e
os significados de acordo com as Orientações Operacionais da UNESCO (2019), a tese
propõe, através de uma revisão teórico-metodológico, aspetos e dimensões específicas
dos caminhos de ferro como hipótese de auxiliar a identificação dos atributos e valores
ferroviários, tendo como objeto de estudo o Complexo Ferroviário do Barreiro A
validação desses aspetos, assim como da interpretação dos valores patrimoniais através
dos atributos foram aplicadas com especialistas e comunidade através de uma abordagem
top-down-top para envolver todas as partes interessadas no bem cultural. Essa análise visa
contribuir com uma ferramenta que auxilie na leitura das características particulares dos
caminhos de ferro e consequentemente na identificação e patrimonialização desses bens
culturais.
The debate on industrial preservation is institutionally recognized in 1978 with the creation of The International Committee for the Conservation of the Industrial Heritage (TICCHI). It is, however, the Letter of Nizhny Tagil (2003) that unifies the debate on the theme and gives the remains of industrial culture a specific value within the more general framework of heritage. Being a broad area and with very particular and peculiar characteristics, it was necessary to establish basic criteria (Coulls, 1999) that evaluate and justify the patrimonialization and conservation of railways. The concepts of authenticity, integrity and cultural significance guide the conservation of cultural assets worldwide, despite their difficult interpretation and understanding. Unlike most approaches, this research proposes to use these concepts as a unified framework to assess heritage by using the premise of Lira (2020) on the attributes of cultural goods. This dissertation proposes a theoretical and methodological interpretation of specific aspects and dimensions of railways as a way, to identify railway’s attributes and values, accordingly to the UNESCO Operational Guidelines (2019), based on a specific case study, the Barreiro railway complex. The validation of these aspects, as well as the interpretation of heritage values through attributes, was made by addressing both experts and the community at large through a top-down-top approach. Ultimately, this dissertation aims at designing a tool that helps to understand the particular characteristics of the railways and consequently the identification and patrimonialization of these cultural goods.
