Com a implementação do Plano de Ação para a Transição Digital que pretende abranger o país no seu
conjunto e, mais especificamente no que diz respeito à Administração Pública, a Estratégia para a
Transformação Digital da Administração Pública 2021-2026 e respetivo Plano de Ação Transversal, a
Transformação Digital veio impor-se como um verdadeiro desígnio nacional com vista ao reforço da
capacidade de inovação e competitividade do país. A Transformação Digital na Administração Pública
engloba um vasto conjunto de projetos e inovações que deverão trazer, se bem-sucedidos, mudanças
muito significativas no paradigma de funcionamento das organizações públicas. No entanto, será
crítico e decisivo o papel dos seus dirigentes, especialmente ao nível intermédio, na gestão destas
mudanças seja ao nível operacional, tecnológico e cultural, seja em termos das dinâmicas internas e
motivação dos seus colaboradores, ou ainda na relação com os cidadãos e na perceção da sociedade
como um todo. Por conseguinte, torna-se indispensável saber se os referidos dirigentes detêm e
mobilizam as competências necessárias para corresponder a este extraordinário desafio. O presente
estudo tem como objetivo a conceção de uma ferramenta de assessment que permita aferir a
existência dessas mesmas competências e respetivos níveis de proficiência no universo dos atuais
dirigentes intermédios, potenciando a identificação dos fatores críticos de sucesso, ao nível das
competências dos dirigentes, para a concretização da Transformação Digital da Administração Pública.
Foi seguida a abordagem metodológica design-science research, considerando o contexto de aplicação
e o rigor necessário para a sua exequibilidade. Como resultado, apresenta-se uma ferramenta de
utilização abrangente e extensiva, que permitirá aferir necessidades de desenvolvimento de
competências para os dirigentes intermédios da Administração Pública portuguesa.
Following the implementation of the Action Plan for Digital Transition which intends to comprise the whole nation and, more specifically concerning Public Administration, the newly published Strategy for the Government Digital Transformation 2021-2026 and its broad Action Plan for the legislature, the so-called Digital Transformation came to impose itself as a real national purpose for reinforcing the innovation capability and competitive edge. Public Administration Digital Transformation includes a broad set of projects and innovations that shall bring, if successful, very significative changes in the operating paradigm of the public sector. Therefore, its managers role is critical and decisive, particularly at middle level, while managing these changes at operational, technological and cultural levels, both in terms of internal dynamics and employee motivation, as well as in terms of the external relationship with citizens and the perception of society as a whole. So, it is indispensable to know if those managers hold and mobilize the necessary skills to match this remarkable challenge. The purpose of this study is to conceive an assessment tool that allows for checking and measuring the existence of these skills and their levels of proficiency in the universe of the middle managers, empowering the identification of critical factors of success for pursuing the so-called Strategy for Digital Transformation of Public Administration. The methodological approach was design-science research, taking into consideration both the context of application and the necessary rigor for its feasibility. As a result, a tool is presented for broad and extensive use that will allow for assessing the development needs for upskilling the public sector middle managers.
