Esta investigação analisa o crescimento da entrada de migrantes que se observou, na última década, em Odemira, motivado pelo aumento da exploração agrícola neste território do Alentejo Litoral. Várias empresas agrícolas encontraram no município as condições ideais para se estabelecerem e criarem grandes cadeias de produção. A falta de mão-de-obra para suprir as necessidades destas empresas levou ao recrutamento de trabalhadores estrangeiros. Migrantes com nacionalidades muito diversas - tailandeses, nepaleses, indianos e búlgaros, entre outros - começaram a chegar em massa para desempenhar trabalhos que os portugueses não aceitam. A diversidade ao nível das nacionalidades tornou-se um desafio local, devido às diferenças linguísticas, culturais e religiosas. Entidades governamentais e não-governamentais decidiram trabalhar em conjunto para um objetivo comum e colocaram em marcha o Plano Municipal para a Integração de Migrantes, que começou em 2015 e tem vindo a estender-se até à atualidade, sendo renovado conforme as necessidades que se detetam no concelho. Para mitigar as diferenças entre a população local e os migrantes, o processo de integração poderá ser consolidado através da atribuição de direitos aos migrantes no domínio político, económico, social e cultural. A metodologia utilizada nesta investigação foi a qualitativa, com a análise bibliográfica de artigos, jornais, livros e documentos institucionais e, também, a realização de entrevistas, de forma a responder à pergunta de partida: Pode o concelho de Odemira ser considerado um exemplo pioneiro na integração de migrantes?
This investigation analyzes the growth in the entry of migrants that has been observed in the last decade in Odemira, motivated by the increase in agricultural exploitation in this territory of the Alentejo Litoral. Several agricultural companies found in the municipality the ideal conditions to establish themselves and create large production chains. The lack of manpower to supply the needs of these companies led to the recruitment of foreign workers. Migrants with very different nationalities - Thais, Nepalese, Indians and Bulgarians, among others - began to arrive in masse to perform jobs that the Portuguese do not accept. Diversity in terms of nationalities has become a local challenge, due to linguistic, cultural and religious differences. Governmental and non-governmental entities decided to work together towards a common objective and set in motion the Municipal Plan for the integration of migrants, which began in 2015 and has continued to date, being renewed according to the needs that are detected in the county. To mitigate the differences between the local population and migrants, the integration process can be consolidated through the attribution of rights to migrants in the political, economic, social and cultural domain. The methodology used in this investigation was qualitative, with a bibliographic analysis of articles, newspapers, books and institutional documents, as well as interviews, in order to answer the starting question: Can the municipality of Odemira be considered a pioneering example in the integration of migrants?
