A população mundial passa por intenso crescimento nas décadas recentes, o que tem
mudado o meio de vida para cada vez mais urbano, que influencia também o aumento da
geração de resíduos em massa e na diversidade de produtos, a gerar maior complexidade para
recolha e tratamento, na maioria das vezes a resultar em maior impacte ao meio ambiente.
Um dos maiores desafios da atualidade, e considerada como prioridade global, é a gestão
sustentável dos resíduos urbanos, que passa por constantes atualizações e inovações. A União
Europeia é uma das pioneiras na politização dos resíduos, e que constantemente produz e
reforça metas e objetivos para seus países membros.
Dentro deste quadro, Portugal vem evoluindo constantemente nestes requisitos ao
longo dos anos, porém o início foi pouco expressivo e sua evolução gradual e lenta, de forma
a não alcançar algumas das metas e objetivos estipulados para gestão de resíduos nos anos
recentes. Este trabalho vem, de forma inovadora no país, analisar as relações entre a produção
e a composição física dos resíduos urbanos nos municípios portugueses, e as relacionar às
características socioeconómicas e sociodemográficas das respetivas populações.
O trabalho passa por enquadrar a situação portuguesa referente a legislação vigente, a
organização dos resíduos urbanos no país, composição física, análise dos fatores socioeconó-
micos e sociodemográficos por correlações e regressão linear múltipla, avaliar as taxas de re-
colha seletiva e analisar os municípios com resultados positivos.
O trabalho tem por fim a intenção de criar base científica de dados e informação, para
monitorização destes, a compreender os pontos positivos, negativos e pormenores, para au-
xiliar o melhor desempenho dos Sistemas de Gestão de Resíduos Urbanos e dos municípios,
nomeadamente promover possíveis medidas adicionais de correção e melhoria do processo,
seja por meio de campanhas de comunicação e conscientização da população, seja por meio
de novas medidas de caráter técnico e económico, através de investimentos em estruturas ou
inovações e tecnologia, a auxiliar para o alcance das metas e objetivos na gestão dos resíduos
urbanos no país.
The world population has undergone intense growth in recent decades, which has changed the way of life to increasingly urban, which also influences the increase in mass waste generation and the diversity of products, generating greater complexity for collection and treatment, most often resulting in greater impact on the environment. One of the biggest chal- lenges today, and considered a global priority, is the sustainable management of urban waste, which goes under constant updates and innovations. The European Community is one of the pioneers in the politicization of waste, and it constantly produces and reinforces goals and objectives for its member countries. Within this framework, Portugal has been constantly evolving in these requirements over the years, but the beginning was not expressive, and its development was gradual and slow, not to be able to achieve some of the goals and objectives stipulated for waste manage- ment in the recent years. This work comes, in an innovative way in the country, to analyze the relationships between the production and physical composition of urban waste in portuguese municipalities, and to relate them to the socioeconomic and sociodemographic characteristics of the respective populations. The work involves framing the Portuguese situation regarding current legislation, the organization of urban waste in the country, physical composition, analyzing socioeconomic and sociodemographic factors by correlations and multiple linear regression, evaluating se- lective collection rates and analyzing municipalities with positive results. The purpose of the work is to create a scientific database of data and information, to monitor these, to understand the positives, negatives and details, to help improve the perfor- mance of the Municipal and Municipal Waste Management Systems, namely to promote pos- sible additional measures to correct and improve the process, either through communication and awareness campaigns among the population, through new technical and economic measures, through investments in structures or innovations and technology, to help the achievement of goals and objectives in urban waste management in the country.
