Since the beginning of the 21st century, in Europe, there has been an incidence of 1.1 million cases of strokes per year. Taking into consideration the consequences resulting from a stroke, there has been a growing need to develop new prevention methods as well as better rehabilitation strategies. Despite the optimistic results obtained with physiotherapy and other conventional methods, these can become monotonous and demotivating for the patient, which leads us to look for other solutions. New technologies for rehabilitation have been widely dis- seminated and inspired great interest. Through its use, it is possible to make rehabilitation a remote process, which leads to a more interesting process becoming more stimulating and creating the possibility for patients to be guided even outside the rehabilitation centres. The purpose of this study is to develop and implement a telerehabilitation platform, which, in addition to allowing the incorporation of all clinical information from patients, au- thorizes the prescription of exercise plans aimed at upper limb rehabilitation into the form of a video, functional assessment, evolution analysis, and rehabilitation follow-up through a message window. The development of the platform was done using CSS, HTML, JavaScript, and PHP, with a database associated with it to store all the necessary information (using MySQL). This type of system is essential, as it allows the continuation of the rehabilitation process at home, which maximizes the entire evolutionary process. Considering all the above, and the possibility of adding new exercises to the system at any time, the patient can have the support of the rehabilitation team, by being able to express all their doubts in the chat window pro- vided, whenever necessary. In addition to validating the platform through questionnaires made available to a group of health professionals, all the idealized features were successfully implemented, concluding that the system presented is promising and a necessary complement to rehabilitation.
