Resumo(s)
This study addresses a critical gap in the development of a context-specific governance, risk,
and compliance (GRC) framework suited to Mozambique—an emerging digital economy
contending with increasing cybersecurity threats. Since the country experiences
approximately 1.5 million cyber-attacks every month, the lack of a coherent and strategic GRC
structure represents a significant risk to national security, economic stability, and digital
governance. Therefore, this research adopts the design science research (DSR) methodology
to formulate a comprehensive framework that combines technological innovation,
institutional alignment, and legal-policy integration. Moreover, the model draws on
international best practices while remaining grounded in the socio-economic and
infrastructural realities unique to Mozambique. Consequently, the developed framework
offers a practical and scalable solution for enhancing national cybersecurity resilience and
advancing broader developmental goals. Overall, this study contributes to the academic
discourse on digital governance and provides a strategic foundation for the implementation
of cybersecurity policy in developing countries.
