Esta dissertação investigou como as intervenções temporárias no espaço público po-
dem reforçar a coesão urbana, entendida como integração social, equidade territorial e forta-
lecimento comunitário. Partiu-se da constatação da escassa avaliação sistemática e frágil
integração no planeamento, que limitam a legitimação e a escalabilidade destas práticas na
atualidade. Objetivou-se construir uma leitura multidimensional dos impactos, propor um mo-
delo replicável de indicadores e oferecer orientações operacionais para a decisão pública.
O estado do conhecimento resultou de revisão teórico-documental e análise compara-
tiva de boas práticas (Times Square, Superblocks, Ciclovía, Baixo Centro e Recife), com tri-
angulação de fontes secundárias qualificadas (relatórios, dossiês, imprensa local, registos
audiovisuais). A síntese evidenciou a potência das ações táticas para ativar usos e a tendên-
cia de hipervalorizar métricas espaciais face às dimensões sociais e simbólico-afetivas, re-
forçando a necessidade de instrumentos que cruzassem uso, inclusão e pertença.
Em resposta, especificou-se um modelo de avaliação com três eixos — Espacial (E1–
E5), Social (S1–S5) e Simbólico-afetivo (A1–A5), articulado ao protocolo temporal T0 – T1 –
T2 (±T2b), à normalização 0–100 e a índices sintéticos (IAE, ICSS, ICU). A validação proces-
sou-se por análise documental e triangulação de casos com juízos Confirmar/Refinar/Tensi-
onar (C – R – T), substituindo entrevistas nesta etapa por um estudo avaliativo e um guia de
replicação aptos à aplicação piloto e à adaptação contextual.
A discussão final concluiu que o modelo oferece base consistente para medir efeitos,
qualificar coesão e converter evidências em recomendações de desenho, programação e go-
vernação, desde que apoiado por participação inclusiva e monitorização longitudinal. Reco-
mendaram-se a institucionalização do modelo, avaliações T2/T2b e uma aplicação piloto com
auscultação direta. Como contribuições, destacaram-se o modelo E – S – A, a matriz de indi-
cadores e o guia de replicação, com elevado potencial de implantação em municípios portu-
gueses e em outros contextos lusófonos.
This dissertation investigated how temporary interventions in public space can reinforce urban cohesion, understood as social integration, territorial equity, and community strength- ening. It stemmed from the observation of the scarce systematic evaluation and the weak integration into planning, which limit the legitimation and scalability of such practices today. The objectives were to construct a multidimensional reading of the impacts, propose a repli- cable model of indicators, and provide operational guidelines for public decision-making. The state of knowledge was built through a theoretical-documental review and a com- parative analysis of best practices (Times Square, Superblocks, Ciclovía, Baixo Centro, and Recife), based on the triangulation of qualified secondary sources (reports, dossiers, local press, and audiovisual records). The synthesis highlighted both the potential of tactical actions to activate uses and the tendency to overvalue spatial metrics at the expense of social and symbolic-affective dimensions, reinforcing the need for instruments that intersect use, inclu- sion, and belonging. In response, an evaluation model was specified with three axes: Spatial (E1–E5), Social (S1–S5), and Symbolic-affective (A1–A5), articulated with the temporal protocol T0 – T1 – T2 (±T2b), normalization on a 0–100 scale, and synthetic indices (IAE, ICSS, ICU). Validation was carried out through documental analysis and case triangulation using Confirm/Re- fine/Tension (C – R – T) judgments, replacing interviews at this stage with an evaluative study and a replication guide suitable for pilot application and contextual adaptation. The final discussion concluded that the model provides a consistent basis for measuring effects, qualifying cohesion, and translating evidence into recommendations for design, pro- gramming, and governance, provided it is supported by inclusive participation and longitudinal monitoring. Recommendations included the institutionalization of the model, the implementa- tion of T2/T2b evaluations, and a pilot application with direct consultation. As main contribu- tions, the E–S–A model, the indicator matrix, and the replication guide stand out, with high potential for implementation in Portuguese municipalities and other Lusophone contexts.
