dc.description.abstractOne often hears that good information is critical for policymaking. The latter applies when trying to understand the nature of the issues requiring action or when substantiating with potential solutions to tackle them. It applies while ensuring the set of interventions is going as planned and evaluating the extent to which the results have addressed those issues. Finally, it also applies when grasping how cost-effective the chosen interventions are against competitive alternatives. However, developing countries struggle to adopt the best practices of M&E, which diminishes the extent to which policymaking is evidence informed. The latter is partly because the lack of knowledge, skills, and competencies in M&E leads to the development of tools that offer limited functionalities. This dissertation proposed a conceptual model for building an information system to promote well-recognized best practices of M&E. Its potential contribution to enhancing relevancy, efficiency, effectiveness, and sustainability have governments apply it in decision-making was then evaluated. The evaluation comprised a five-pointer closed-ended Likert scale questionnaire and a focus group. There was a consensual opinion that this tool has the potential to support governments, sectors, or agencies during policymaking by promoting the best practices of M&E, provided there is actual demand. Main contributions are seen to arise during the early stages of the policy process, during the implementation of interventions, and, finally, when assessing its impacts.pt_PT
