Um dos setores com maior consumo de energia elétrica é o setor industrial, em Portugal representa
sensivelmente 30% do consumo final de energia. Este setor ainda é bastante dependente dos
métodos convencionais de produção de eletricidade, sendo também o setor que mais contribui
para a economia portuguesa é necessário estudar e planear, quais as medidas mais indicadas para
aplicar a nível de descarbonização, de eficiência energética e consumo excessivo.
Devido a este setor ser um grande consumidor de energia elétrica produzida por métodos
convencionais, o desafio presente na realização desta dissertação é a diminuição desses consumos
de energias produzidas por combustíveis fósseis, através do estudo de uma potencial criação de
uma Comunidade de Energia Renovável na zona industrial de Elvas.
Esta CER tem o intuito de reduzir os consumos de energia elétrica da indústria, produzida pelas
fontes de energia convencionais, recorrendo a instalações fotovoltaicas nas coberturas das
fábricas, conjugando a área de cobertura disponível, a potência máxima que pode ser instalada
em cada fábrica e os horários de funcionamento e assim conseguir uma otimização dos consumos.
Apesar existirem bastantes estudos desenvolvidos e algumas CER em pleno funcionamento em
Portugal, ainda se verifica que existem dificuldades em licenciar e avançar com os projetos de
Comunidades de Energia Renovável, devido à falta de regulamentação detalhada e específica,
necessária para que não ocorra ambiguidades na sua interpretação e causando conflitos jurídicos.
De acordo com o estudo efetuado durante a realização da dissertação, concluiu-se com a análise
técnica e económica a viabilidade da criação de uma CER, na zona industrial de Elvas.
One of the sectors that consumes the highest electricity consumption is the industrial sector, in Portugal representing approximately 30% of the final energy consumption. This sector still very dependent on conventional methods of electricity production, and it is also the sector that contributes the most to the Portuguese economy. It Is necessary to study and plan the most appropriate measures to apply in terms of decarbonization, energy efficiency, and excessive consumption. Due to this sector being a major consumer of electricity produced by fossil fuels, the challenge in this dissertation is the reduction of energy consumption produced by fossil fuels through the establishment of a renewable energy community in the industrial zone of Elvas. This REC aims to allow industrial electricity consumption to be decarbonized as much as possible, using photovoltaic installations on the roof of factories and combining the available roof area, the maximum power that can be installed in each factory, and operating hours to achieve optimization of consumption. Promoting the use of renewable energies, creating affordable electricity prices, and the possibility of creating a management entity to optimize consumption and expenses. This Renewable Energy Community (REC) aims to reduce the electricity consumption of the industry sourced from conventional energy by installing photovoltaic systems on the rooftops of factories. The project combines the available rooftop area, the maximum installable capacity at each facility, and the operational hours, in order to optimize energy consumption. Although several studies have been conducted and some RECs are already operational in Portugal, there are still significant challenges in licensing and moving forward with Renewable Energy Community projects. These challenges stem primarily from the lack of detailed and specific regulations, which are essential to avoid ambiguities in interpretation and prevent legal conflicts. Based on the study carried out during the preparation of this dissertation, technical and economic analysis concluded that the creation of the REC in the industrial area of Elvas is feasible.
