Lisbon’s history is inextricably linked to recurring public water supply problems resulting from demographic growth and paradigmatic changes in the concepts of hygiene and public health. As the drought of the 1870s worsened, the government appointed Carlos Ribeiro (1813-1882), engineer and director of the Portuguese Geological Survey (Commission for Geological Works), to help increase and regularise the flow of water through the Águas Livres Aqueduct, monumental hydraulic structure built in the 18th century, then one of the main means of supplying water to the city. Between 1874 and 1878, Ribeiro directed in the Belas – Vale de Lobos area, neighbouring Lisbon, the excavation of several wells serving a complex system of more than 5 kilometres of underground collection galleries, whose water was raised to arm’s length and with the help of steam pumps, taking advantage of the aquifer systems of the Cretaceous ‘Almargem’ formations. In this way, he managed to mitigate the consequences of water scarcity until the new Alviela system, which brought spring water from around 100 kilometres north of Lisbon, came into operation (1880). Both for their pioneering nature and the speed with which they overcame logistical and technical difficulties, these works should be recognised as a milestone in Portuguese hydraulic engineering and hydrogeology in the 19th century.en
