A presente dissertação assenta num estudo sobre políticas públicas para o
património cultural imaterial em Portugal num ciclo de dez anos compreendido entre
2007 e 2017. Em 2007 Portugal iniciou os preparativos para a ratificação da Convenção
para a Salvaguarda do Património Cultural Imaterial (UNESCO, 2003) coincidindo com o
momento em que o Estado iniciou o processo de conceção e implementação das
primeiras políticas públicas passando a assumir um papel normativo e regulador no
respeitante à salvaguarda do património cultural imaterial.
Esta dissertação foca-se também no modo como agentes e organizações,
desenvolvem atuação específica nesta área do património cultural, contribuindo para
um elevado grau de institucionalização que permite questionar os princípios definidos
pela UNESCO no Tratado internacional do PCI, o qual atribui às comunidades o principal
protagonismo na identificação, divulgação e salvaguarda do património cultural
imaterial.
O estudo de caso incide no processo de patrimonialização do Kola San Jon. Tratase
de uma manifestação cultural de matriz cabo-verdiana que celebra São João Batista
e a qual foi trazida para Portugal por emigrantes provenientes do arquipélago que se
fixaram no bairro da Cova da Moura, na Amadora. Esta expressão cultural cabo-verdiana
foi inscrita no Inventário Nacional do Património Cultural Imaterial (INPCI) em 2013.
Uma das suas singularidades assenta no facto de ser a primeira e, até agora, a única
manifestação de uma comunidade de origem não portuguesa radicada em Portugal, cuja
possibilidade de inscrição no INPCI a legislação nacional prevê claramente. Outra das
suas singularidades, não a última, é o facto de o processo ter sido conduzido a partir de
uma Associação local – a Associação Cultural Moinho da Juventude – em estreita
articulação com o meio académico e envolvendo ativamente os detentores do PCI.
Neste sentido, a pesquisa debate-se necessariamente com o conceito de “comunidade”
e a sua centralidade neste contexto.
This dissertation focuses on the analysis of Portuguese public policies related with Intangible Cultural Heritage (ICH) between 2007 and 2017. In 2007 Portugal started the ratification process regarding the Convention for the Safeguarding of the Intangible Cultural Heritage (UNESCO) at a time when the Portuguese state began the process of conception and implementation of the first public policies; this entailed conferring to the State a normative and regulator role in what concerns the safeguarding of the intangible cultural heritage. This dissertation also focuses on the ways in which agents and organizations developed particular forms of action within the field of cultural heritage leading to a highest level of institutionalization. This last aspect deserves to be questioned in the light of UNESCO’s principles as defined by the International Treaty of ICH; this treaty allocates to communities a central role in the processes of identification, diffusion and safeguarding of ICH. The dissertation examines in the Portuguese context the ambivalence between the institutionalization of ICH and the notion of community. The case study analyses the process of heritigisation of Kola San Jon; this cultural manifestation devoted to São João Baptiista was primarily based in Cap Vert, then it was transposed to Portugal by Cap Verdians migrants inhabiting at Cova da Moura (Amadora). This Cap Verdian cultural manifestation was inscribed in the «Inventário Nacional do Património Cultural Imaterial» (INPCI) in 2013. One of the specificities of this manifestation resides on the fact that it is the first (and until now the unique) cultural expression of a non-Portuguese community settled in Portugal, a situation in accordance with the national legislation regarding the ICH. Another specificity of the Kola San Jon lies on the fact that local association, in articulation with the academic world, has conducted the process of heritigisation; thus, the centrality of the notion of community in this research.
