This brief communication of the studies analyzed is done in three parts. First, a presentation of the Canadian context. Next, an analysis of strategic health planning at the federal level and then at the provincial level, highlighting the advantages and disadvantages of decentralization in the Province of Quebec. Based on these experiences, we conclude with the presentation of a conceptual framework to evaluate Canadian experiences in health planning at the federal and provincial levels, exemplified by Québec.
