R E S U M O - A saúde, um direito de todos, é um bem indispensável ao desenvolvimento. Tradicionalmente,
tem sido encarada como sendo da principal responsabilidade dos ministérios da
saúde. A melhor compreensão dos seus determinantes tem evidenciado que as políticas e
ações dos diferentes setores sociais são reconhecidas entre os fatores que mais influenciam
o estado de saúde das populações.
Numa perspetiva de coprodução e responsabilidade social pela saúde, nasceu o movimento
das cidades saudáveis. Os municípios membros da Rede Portuguesa das Cidades
Saudáveis estão comprometidos com o planeamento intencional para promover a saúde,
alicerçado em políticas dirigidas ao ambiente físico, cultural e ao processo educativo das
comunidades, incentivando a participação, o empowerment e a equidade.
Para promover o reconhecimento de que a saúde é sempre afetada, em resultado das decisões
políticas tomadas, ao nível nacional e local em todos os setores, e de que também é
importante para a resiliência face às adversidades, estabeleceu-se o Projeto de Capacitação
em Promoção da Saúde (PROCAPS). Este projeto, da iniciativa do Instituto Nacional de
Saúde Dr. Ricardo Jorge, em colaboração com a Escola Nacional de Saúde Pública da Universidade
Nova de Lisboa, teve por objetivo estudar a perceção dos atuais autarcas acerca
desta questão e, ao mesmo tempo, constituir um ponto de partida para a conscientização
e assunção da responsabilidade por parte dos municípios face ao seu papel na promoção
da saúde das populações. São apresentados os resultados de vários estudos e iniciativas
realizadas no âmbito deste projeto. Perspetivam-se políticas e ações pelo poder local,
incluindo investigação-ação e investigação participada de base comunitária.
A B S T R A C T - Health, a fundamental human right, is critical to human development. Traditionally it has been regarded as being mainly the responsibility of ministries of health. A better understanding of health determinants has showed that policies and actions of other social sectors are among the factors that most influence population’s health. The movement of healthy cities is based in the concepts of co-production and responsibility for health. The municipalities integrating the Portuguese Network of Healthy Cities are committed to intentional planning to promote health, based in policies addressed to physical and cultural environment and to the educational process of communities, promoting participation, empowerment and equity. To promote the recognition of health impact of political decisions taken at different sectors and different levels – national, local – as well as health as a support for resilience against adversity, the project Capacity Building in Health Promotion [Projeto de Capacitac¸ão em Promoc¸ão da Saúde] – PROCAPS was decided by the National Institute of Health Dr. Ricardo Jorge, in collaboration with the Escola Nacional de Saúde Pública from the New University of Lisbon. This project started by studying the actual perception of the political members of municipalities about their role in health promotion and stimulating their responsibility in promoting the health of the populations. In this paper some results of the study and related actions taken are presented. Local policies and actions are proposed as well as processes of action-research and community based participatory research.
