Resumo(s)
Com base nos dados estatísticos oficiais mais recentes, referimo-nos ao número de crianças brancas, mestiças, indígenas e outras que vivem em Angola e Moçambique, ao número e localização dos hospitais nas duas províncias e à distribuição de camas destinadas a crianças. Faz-se também referência ao número de maternidades, consultórios de puericultura, creches e jardins de infância estatais e particulares existentes.
Avalia-se o desenvolvimento da profilaxia e da alimentação nas diferentes idades, incluindo o que foi possível investigar em relação à higiene escolar.
Regista-se a morbilidade e mortalidade infantis.
Faz-se um resumo e comentários, de acordo com os elementos mencionados, sobre o estado atual da organização médica e da assistência à criança.
De acordo com o desenvolvimento das duas prósperas províncias ultramarinas e em conformidade com o estabelecido no regulamento dos Serviços de Saúde do Império Colonial Português - Decreto n.º 34.417, de 21 de fevereiro de 1945, propõe-se:
1º - A centralização em Angola e Moçambique de todos os Serviços de Assistência à Infância, sob os seus diferentes aspetos, que teriam sob a sua jurisdição, não só os funcionários, mas também os de coordenação da assistência especial à infância, que seriam designados por Centros da Infância de Angola e Moçambique, submetidos a uma direção central com sede na Inspeção Superior de Saúde do Ultramar, do respetivo Ministério e denominada Centro da Infância do Ultramar. - Adaptação do Centro Internacional da Infância, cujo interesse pelos problemas que dizem respeito às crianças do Ultramar é digno de nota.
2º - O Conselho Escolar do Instituto de Medicina Tropical estudará e apresentará as bases sobre as quais devem ser transmitidos conhecimentos de pediatria, incluindo pré-natal, aos médicos que irão exercer a sua atividade no Ultramar, em regiões remotas e isoladas, para que possam resolver, por si próprios, os problemas que se apresentam, de assistência à criança.
3º - Este Conselho promoverá periodicamente, se possível anualmente, e em colaboração com a Sociedade Portuguesa de Pediatria, a organização de ciclos de estudos de pediatria e puericultura, semelhantes aos realizados por essa mesma Sociedade em cidades ultramarinas que possam ser designadas, os quais seriam frequentados pelo maior número possível de médicos dos quadros regionais e para os quais seriam enviadas missões formadas por dois pediatras, um obstetra e uma enfermeira especializada em puericultura, tendo como chefe um professor do Instituto.
4º - Assim que o Centro da Infância Ultramarino estiver organizado e em pleno funcionamento, as funções aplicadas pelos n.ºs 2 e 3 seriam transferidas para o Conselho Escolar do Instituto de Medicina Tropical, que, no entanto, continuaria a colaborar estreitamente com ele, tendo nele um delegado permanente.
The number of European, half-caste, and native children and other children living in Angola and in Moçambique are mentioned in this paper in accordance with the most recent official statistical data. It is mentioned also the number of Hospitals and of their head-offices in both the territories, the number of beds designed to children as well as the number of maternity hospitais, Puericulture consult visits, creches, and kindergartens of the State and of private initiative which exist. It is appreciated the improvement of prophylatic measures and the diet in the different ages including what could be ascertained about school hygiene. Infantil morbidity and mortality are reported. The state of the actual medical and nursing organisation in the assistance to children is commented and presented in a concise way in accordance with the data mentioned. ln accordance with the development of both the prosperous Ove·rseas territories and with the regulation of the Public Health Activities of the Portuguese Colonial lmpire it is suggested: 1st - Centralisation of all the child assitance activities in Angola and Moçambique. Both the official and the private assistance to children should be designated as Centros da Infância de Angola e Moçambique and should _be co-ordinated, directed, and subordinated to a Central Direction with its headoffice in the Inspecção Superior de Saúde do Ultramar (The Overseas Superior lnspection of Health) of the respective Ministery. It should be denominated as Centro da Infância do Ultramar (Center of the Overseas Children). - The adaptation of the International Center of the Children in which the interest for the tion of the International Center of the Children in which the interest for the Children in which the interest for the problems concerning the Overseas children remarkable. 2nd -The school-board of the Instituto de Medicina Tropical would study and propound how the instruction on puericulture, including pre-natal care, should be given to the doctors who are going to practice in the far and isolated regions in the Overseas. This instruction should be given in such a way that they should be able to resolve by themselves the problems of the assistance to children which hapne to appear. 3rd - The school-board in colaboration whith the Sociedade Portuguesa de Pediatria would organize periodically, yearly if possible, centers for the study of pediatrics and puericulture similar to those carried out this Society. These centers should have their activities in the Overseas cities to be de-signated. They should be attended by the greatest number of doctors possible. For this instruction teams constituted by two pediatricians, one obstetrician and a puericulture nurse should be orgaoized and directed by a professor of the Instituto. 4th - When the Centro da Infância·do Ultramar is organized and in fuul activity the attributions of the school-board of the Instituto de Medicina Tropical in part 2nd and part 3rd would pass to the Center but the Institute would continue to give its colaboration o the Center and would have a permanent delegate there.
