O autor começa por explicar os motivos que o levaram a escolher o tema do trabalho que apresenta sob o título: “A organização da investigação científica em Portugal”.
Em seguida, refere-se à análise e crítica feitas sobre a investigação científica portuguesa no debate que teve lugar nas Sessões da Assembleia Nacional de 14 a 17 de março de 1950, para demonstrar a necessidade imperiosa de remediar os males que afligem a investigação científica em Portugal.
Em seguida, destacando como um dos maiores males a falta de coordenação que existe entre os organismos portugueses de investigação científica, refere-se à opinião da maioria dos cientistas de que a investigação científica atual só consegue ter sucesso e eficácia quando é devidamente coordenada.
Para que essa coordenação seja perfeitamente executada, obtendo os benefícios que são evidentes noutros países, o autor preconiza que ela seja confiada à ação de um organismo oficial adequado, como orientador efetivo e impulsionador fecundo de uma estreita comunhão de todos os campos da investigação científica portuguesa.
Por fim, o autor apresenta as suas sugestões sobre a denominação mais adequada para esse organismo, sobre a sua estrutura, funções e direitos, agindo por si mesmo e através de delegações e subdelegações; termina propondo ao Congresso a discussão de algumas recomendações.
The author begins this paper by clearing up the reasons why hc chose this subject for his work entitled «The organization of Scientific Research in Portugal». Then it is reported the analysis and the criticism made in the discussions of some sessions of the Assembleia Nacional in 1950 for demonstrating the imperious necessity of improving the bad conditions of Scientific Research in Portugal. The lack of co-ordination that exists among the Portuguese institutions of Scientific Research is pointed out as one of the greatest defects. The opinion is also pointed out of the majority of the scientists that scientific research at the present time can only be successful and effective when it is correctly co-ordinated. So that that co-ordination can be correctly carried out, having the benefits which may be seen in other countries, the author suggests it to be confided to an official organ that may direct and encourage ali the fields of the Portuguese scientif research in order to maintain all them in union. Suggestions are presented for the denomination of that organ as well as for the structure, functions and attributions of it.
