This report presents the results of an analysis of the regulatory framework in the municipalities of the Baixo Alentejo region of Portugal, other Portuguese municipalities, as well as selected municipalities from Norway, Romania, and the Czech Republic. The analysis focuses on a local scale to better understand the constraints and how to design an effective common regional regulatory strategy.
