Resumo(s)
The article aims to report the trajectory of Primary Health Care (PHC) in Brazil, from Alma-Ata to Astana, and the contribution of the National Council of Health Secretaries (Conass) in the qualification of PHC in the organization of Networks of Health Care (RAS), and the Unified Health System (SUS) as a whole. It addresses the challenges of PHC and the Unified Health System, makes a historical analysis of the evolution of PHC, the responsibilities of the three levels of government and the impacts on the RAS, in addition to the contribution of the Conass to overcome these challenges through a project of Health Care Planning (PAS) which consists of an instrument for the management and organization of PHC, Specialized Outpatient Care (AAE) and Hospital Care (HA) integrated and organized by regions of health.
