RESUMO - A rede hospitalar absorve uma fracção considerável dos
recursos despendidos pelo Serviço Nacional de Saúde.
Estando em curso uma renovação significativa do parque
hospitalar, é essencial avaliar o impacte sobre os recursos
necessários para assegurar o funcionamento destas novas
unidades. Analisando os efeitos decorrentes da abertura
(redimensionamento) de três novas unidades nas despesas
de exploração, concluiu-se: (a) estes hospitais apresentam
deseconomias de escala; o aumento da sua produção origina
um crescimento mais do que proporcional do seu
custo; (b) esta característica é essencialmente semelhante
entre hospitais novos e hospitais antigos; (c) o aumento das despesas não é compensado com ganhos de produtividade.
ABSTRACT - The hospital network consumes a considerable fraction of resources of the National Health System. It is currently under way a major renovation of the public hospitals network. Thus, it is important to assess the effect on spending of such renovation effort. We look at the expenditure effects associated with the renovation of three units. The main conclusions are: (a) the three hospitals exhibit deseconomies of scale; the increase in hospital production results in a more than proportional growth of costs; (b) this feature is essentially the same both before and after renovation; and (c) the increase in costs is not accompanied by productivity gains.
