| dc.description.abstract | This article summarizes the process of historical evolution of urban policy in Brazil and Portugal, based on the main aspects of its political context and its regulatory frameworks. The analysis shows that both countries have suffered from an accelerated process of urbanization in the second half of the twentieth century, with transitions and alternancesbetween conservative and democratic regimes. However, they have advanced national urbanistic legislations, effective in implementing their urbanistic instruments. The challenge lies in their implementation and articulation with other sectoral policies, which, in most cases, remain independent and limited in terms of territory, as well as fostering a collective territorial political-administrative culture, involving technicians, managers, the professional community and citizens in general so that they know and apply the regulated instruments in an appropriate manner. | en |
