Esta investigação analisou os fatores que determinaram a implementação das políticas de regularização de trabalhadores imigrantes em Espanha e Portugal, com foco nas
discrepâncias entre a política formulada e a política implementada. Com base numa abordagem qualitativa e comparativa, centrada nos casos do Arraigo (social e laboral) e da
Manifestação de Interesse, e abrangendo o período entre 1999 e 2023, testei três hipóteses principais: a influência da eficácia dos canais formais de admissão, da capacidade
administrativa e da estabilidade política. A investigação baseou-se na análise documental, em entrevistas semiestruturadas e em observação participante, o que permitiu identificar de que forma estes fatores contribuíram para as lacunas verificadas na implementação nos casos analisados.
This research analysed the factors that determined the implementation of regularisation policies for immigrant workers in Spain and Portugal, focusing on the discrepancies between the design of the policies and their implementation. Based on a qualitative and comparative approach, centred on the cases of Arraigo (social and labour) and Manifestação de Interesse, and covering the period from 1999 to 2023, I tested three main hypotheses: the influence of the effectiveness of formal admission channels, administrative capacity and policy stability. The research drew on document analysis, semi-structured interviews and participant observation, which made it possible to identify how these factors contributed to the implementation gaps observed in the cases studied.
