RESUMO - A transparência deve ser entendida como uma forma de
empowerment dos cidadãos, permitindo-lhes intervir na
vida política. Em saúde, mais que noutros sectores, o acesso
à informação não basta, é preciso apoio para a compreender,
este é um dos pilares da contratualização. Mas, mais
que isto, a contratualização foi desenhada para ser,
nuclearmente, também um instrumento de intervenção dos
cidadãos. Tendo desenvolvido os primeiros passos neste
sentido, foi posteriormente parado, sendo aparentemente
abandonado este caminho, talvez o que maior impacto teria
na reorganização dos serviços e da política de saúde.
Actualmente, existem alguns sinais de participação dos
cidadãos no processo, mas muito longe da estratégia da
década de noventa.
ABSTRACT - Transparency must be understood as a form of the empowerment of the citizens, allowing them to intervene in political life. In health, more than in other sectors, access to information is not enough, support is needed to understand it, and this is one of the pillars of the contracting system. But more than this, at its core, the contracting system was also designed to be an intervention tool for citizens. Having developed the first steps in this direction, it was subsequently stopped, and apparently this path was abandoned, perhaps the one with the biggest impact on the reorganization of services and on health policy. Currently there are some signs of citizen participation in the process, but far from the strategy of the nineties.
