This article attempts to explain the swift development of renewable energy, in particular wind energy, in Portugal, by assessing the socio-political, community and market acceptance of renewables. We examine, on the one hand, the institutional and policy framework, the approaches to planning, and the ownership of facilities, and, on the other hand, the attitudes of Environmental Non-Governmental Organisations and citizens towards renewable energy in general and local windfarms in particular. Results show that a highly attractive feed-in tariff system and a system of planning decisions at the national level has led to an expansion of wind power, regardless of a less than enthusiastic public opinion and a sceptical environmental movement.
Wind farms and rural tourism

Residents’ and visitors’ perceptions of and attitudes towards existing wind farms, as well as the perceived impact of wind farms on tourism, are examined in this article with reference to a built heritage site in the Portuguese countryside. Based on a set of semi-structured interviews, the paper sheds light on the positive impact that the community’s or local actors’ involvement in the constitution, management and decision-making processes has on the residents’ perceptions and attitudes regarding wind farms, and also on the trade-off with the perceived effect of wind farms on local tourism. Moreover, it shows that although most visitors criticised the proximity of wind turbines to medieval architecture, a clear majority of them accepted their presence and virtually all of them stated that these facilities had no impact on their choice of destination.
Solar energy, innovation and community resilience

The solar photovoltaic power plant of Amareleja in southern Portugal was built in 2008. At the time, it was the largest in Europe. This large-scale technological infrastructure triggered an unusual buzz on an otherwise quiet rural municipality of Moura. It inspired triumphant political speeches, national and international news coverage, and many visits by foreign dignitaries. And yet, it was the target of some criticism regarding its costs and the limited impact on the local economy and on jobs creation. Moreover, apart from a dramatic transformation of the rural landscape, this solar power plant also brought multiple scientific and technological innovations (supported by a social fund). This paper offers a preliminar analysis of the public acceptability of this form of energy production and discusses the extent to which these scientific and technological innovations have impacted on the local identity, development and community resilience in times of crisis. The empirical material draws on a combination of methods: documentar analysis, quantitative analysis of secondary databases, interviews with local stakeholders and ethnographic observation.

Este livro pretende contribuir para o debate científico e cívico sobre a dimensão social das energias renováveis, com particular destaque para as energias eólica e solar. Ao longo do livro passam-se em revista as dimensões política, económica, ambiental, científica, mediática e de opinião pública sobre as energias renováveis, tanto a nível nacional como local, nomeadamente através da análise de quatro estudos de caso. São examinados os processos de desenvolvimento de políticas e incentivos, de planeamento e tomada de decisão sobre localizações específicas, de gestão de interesses e valores divergentes, sendo dado especial enfoque ao recurso ao aconselhamento de peritos, ao uso de argumentação científica e à participação dos cidadãos nos processos de deliberação.
