What makes food policies happen?

Presentation Abstract Two key questions addressed in the current study are why urban agriculture and food initiatives in Portugal take so long to materialize, and why existing initiatives don’t scale up from projects to policies. We argue that existing initiatives are mainly carried out as linear processes and have quite limited long-term political commitment. We carried out in-depth interviews with key informants involved in formulating the four initiatives examined. Findings suggest that political commitment and funding are critical points explaining why urban agriculture and food initiatives take so long to materialize in Portugal. These findings align with the conclusions of the recent reports from IPES-Food (Hawkes & Halliday, 2017) and ICLEI-RUAF (Dubbeling, 2013) on what makes food policy happen. In-depth interviews with key informants highlight additional constraints, notably the lack of several important facilitating tools such as monitoring and assessment of initiatives; strong vertical multilevel governance and horizontal city-based governance; and significant participatory processes for project implementation and policy formulation. Based on the results obtained so far, we conclude that the constraints found in Portugal come mostly from governance-related issues. Therefore, changes can only happen under a supportive policy at the national level and a facilitating legal system based on vertical and horizontal multilevel governance, strong political commitment, and a national awareness campaign among all the food systems actors. A national platform able to gather relevant data and assess and monitor ongoing initiatives may be the key step to assembling different stakeholders who can advocate and then lead to higher political commitment in Portugal.
The appeal of the circular economy revisited

The proposal of an economy that is circular and without the need for material or energy input has an irresistible appeal to those who recognize the precautionary concept of planetary boundaries and acknowledge that resources are limited. Thus, in the public discourse, its narrative outperforms other lines of arguments when it comes to keeping radical critics of destructive extractivism and the growth imperative in check and averting discussion of degrowth, post-growth, or other systemic alternatives by larger segments of the population and government bodies. Moreover, the myth of a circular economy has the additional benefit that it can win over parts of the environmental movement that is apprehensive of radical and transformative change, particularly in the urban milieus of a middle class that enjoys the privileges of the current social order. In this paper, I argue that the circular economy narrative tends to hinder the necessary systemic transformation while entailing a wide range of specific measures that deserve to be recognized for their merit.

Este artigo tem como finalidade refletir sobre uma estratégia de formação pedagógica de professores do Ensino Superior (ES), orientada para o desenvolvimento de competências de comunicação e colaboração com recurso a tecnologias digitais. A formação, destinada aos professores de uma instituição pública de ES em Portugal, foi concebida e implementada nos anos letivos de 2020/2021 e de 2021/2022, a partir dos contributos de um projeto Erasmus+, finalizado em 2021. Utilizando a metodologia de investigação-ação e destacando a dimensão de reflexão sobre as práticas, as autoras apresentam os pressupostos teóricos que enquadram a formação e a estratégia desenvolvida, refletindo sobre os seus contributos para o desenvolvimento profissional docente, a partir da avaliação dos formandos e das suas reflexões.
User-generated content (UGC) in tourist attractions and destinations

User-generated content (UGC) is one of the tourism industry’s most strategic Big Data sources. This systematic review aims to understand what has been proposed in the scientific literature regarding utilising UGC in managing tourist attractions and destinations. Following a PRISMA protocol, 158 scientific articles (Web of Science, Scopus, EBSCO Host) were reviewed, providing practical implications for the field’s management through the analysis of UGC data. We discovered a growing body of scientific production spread across various fields of knowledge and geographical coverage, conducted in different scenarios and contexts of attractions and destinations. This shows the versatility of the application where we have identified eight central themes, including experience, image, space, perception, satisfaction, narrative, brand, and demand. UGC holds significant potential as a supplementary source in problem identification. Application perspectives encompass five areas of attraction and destination management: visitors, resources, product/ marketing, site, and crises.

Este estudo suporta-se na análise de 12 hortas urbanas integrantes de projeto desenvolvido pela Prefeitura de Palmas, capital do estado do Tocantins, Brasil. Pretendeu-se compreender os desafios do processo de implantação e manutenção, as dificuldades administrativas encontradas para gerir a produção e distribuição e as representações socioeconômicas das famílias envolvidas nessa atividade. Nesse contexto, buscou-se perceber se as hortas urbanas podem ser entendidas como ferramenta de desenvolvimento comunitário, geradora de benefícios socioeconômicos, de erradicação da pobreza e de saúde alimentar. A metodologia exploratória aplicada ao estudo implicou o levantamento e análise do perfil e práticas dos 183 horticultores integrantes do projeto desenvolvido pela Prefeitura de Palmas. Concluiu-se que as hortas urbanas promovem a inclusão social das famílias envolvidas, principalmente em relação aos grupos de pessoas com baixa renda, desempregados, idosos e mulheres. Por esse motivo, chegou-se ao entendimento de que é importante fomentar a replicação e o reconhecimento do potencial das hortas urbanas como ferramenta para a promoção do desenvolvimento local, geração de renda complementar, interação social dos horticultores envolvidos e especialmente o resgate cultural da produção de alimentos para o consumo próprio. Sugere-se, a partir dos resultados encontrados, a necessidade de aprofundar o tema, em especial no que respeita à diminuição dos obstáculos detectados, os quais reduzem o potencial e as oportunidades oferecidas pela dinâmica desse modelo de hortas urbanas em Palmas Under this study, 12 urban gardens that composed the project developed by the city of Palmas, capital of the State of Tocantins, Brazil, were analysed. Our main aim was to understand the challenges of the implementation and maintenance process, the administrative difficulties encountered in managing production and distribution, and the socioeconomic representations of the gardener’s families involved. In this context, we tried to understand whether urban gardening can be understood as a tool for community development and socioeconomic benefits, poverty eradication and food health increase. The methodology applied to the study included a survey to understand gardeners’ profile and practices based on the 183 urban gardens currently involved in the municipality project. Results are showing that urban gardening promotes social inclusion, especially in relation to low-income groups, unemployed, elders and women. In conclusion, It is important to highlight the need for urban gardens development and replication as a tool for local development, complementary income, community development and especially for food production for self-consumption. Finally, we suggest the need to deepen this research regarding constraints observed, which are currently reducing the potential of urban garden's impact in Palmas.
