Migratory Crisis in the Mediterranean

The current migratory crisis in the Mediterranean questions the European Union’s(EU) capacity to manage migratory flows. So far, the EU has placed a particularemphasis on border management, given a lack of political will that continuesto prevent more in depth institutional responses. The current situation in theMediterranean, and the EU’s response is a cause of concern due to the risk itrepresents to the human security of migrants, and the questions it raises regardingthe management of migratory flows within the EU. The major question to emergeduring this crisis is: How does the EU manage irregular migration flows whilesafeguarding migrants’ human rights?
O futuro do Mediterrâneo

Este texto toma a realidade do Mediterrâneo como estudo de caso, analisando-a numa ótica holística, implícita no contexto da globalização. O enfoque é dado à forma como perfis e tendências demográficas assimétricas podem representar diferentes riscos e oportunidades para cada um dos países envolvidos,bem como para a região como um todo. Procuramos nesta análise: (a) caracterizar o comportamento demográfico das diferentes unidades políticas no passado recente (1950-2010), particularmente distinto entre as margens Norte e Sul; (b) fornecer uma perspetiva integrada da realidade atual, com base em indicadores demográficos e de caráter socioeconómico; (c) sintetizar as principais características dos cenários natural e migratório previstos até 2050, recorrendo às previsões divulgadas pelo Departamento da População das Nações Unidas; (d) identificar as disparidades nos modelos previstos de evoluçãofutura; (e) destacar a natureza crucial que os movimentos migratórios assumiram no Mediterrâneo e aforma como os seus volumes e tendências apresentam diferentes riscos e oportunidades para cada umdos países considerados e sub-regiões. This text takes the Mediterranean reality as a case study, analysing it in theholistic perspective suggested by the globalization context. It focuses the most recent Mediterranean population trends and the way asymmetric profiles and movements can perform different risks and opportunities for each of the involved countries and the entire region. It is our purpose to: (a)characterize collective demographic behaviours in the recent past (1950-2010), particularly different in Northern and in Southern countries; (b) get an integrated perspective of current reality, based on demographic and socio-economic indicators; (c) actualize data on future expected scenarios, based in official prospective forecasts for 2050 made by the United Nations Population Department; ( d) identify unequal models of future evolution, in terms of present and future trends and behaviours, using the forecasting scenarios for the next decades; (e) underline the crucial nature that migratory movements have assumed in Mediterranean and the way those asymmetric trends can perform different risks and opportunities for each of the considered countries and sub regions.

A crise internacional de refugiados afeta diretamente a União Europeia (UE), que entrou em modo de «crise» na procura de uma resposta para a gestão destes fluxos. No entanto, as divergências entre os estados-membros colocam vários entraves à construção de uma política global e coerente no seio da UE, a que se soma o crescente populismo e xenofobia no espaço comunitário, e que se reflete na adoção de medidas cada vez mais restritivas por parte de alguns estados-membros. Através da análise da resposta da União e dos seus membros a esta crise, concluímos que a resposta europeia resulta de acordos minimalistas entre os estados-membros. The international refugee crisis is directly affecting the European Union (eu), which entered a ‘crisis’ mode in the search for an answer for the management of these flows. However, the divergences between Member States put many obstacles to the construction of a comprehensive and coherent policy within the eu. Furthermore, the growing populism and xenophobia in the eu, translates into the adoption of increasingly more restrictive measures by the Member States. Through the analysis of the Union’s and its members’ res‑ ponse to the crisis, we concluded that the European answer is the result of minimum agreements between its Member States.

A globalização sugere uma compressão de tempo e também de espaço, sujeito a processos de desterritorialização e desnacionalização. Este artigo discute o link migrações-segurança. Fala também das incertezas suscitadas pelos moldes em que assenta a mobilidade humana, aplicando-as ao caso concreto de Portugal e Espanha, países de tradição emigratória, que se transformam em países recetores num momento de alteração profunda dos fluxos migratóriosà escala mundial. Divide-se em duas partes. A primeira sintetiza informação sobre dinâmicas migratórias atuais e perfis migratórios. A segunda avalia os desafios que as futuras dinâmicas migratórias suscitam aos responsáveis ibéricos.
