As discórdias em torno das centrais fotovoltaicas em Portugal

Este artigo aborda as discórdias em torno das centrais fotovoltaicas em Portugal, a fim de acrescentar conhecimento à literatura académica sobre questões ambientais no país. Baseado em múltiplas fontes de informação, o artigo mostra que, apesar do elevado apoio público à geração de eletricidade a partir da energia solar, as propostas de construção destes centros eletroprodutores têm suscitado uma crescente oposição por parte de atores locais e associações ambientais. As principais razões apontadas referem-se aos danos ambientais, paisagísticos e económicos causados pelas prospetivas mudanças no uso do solo, bem como a injustiças processuais nas fases de planeamento e consulta. This article addresses the discords around solar photovoltaic power plants in Portugal, in order to add knowledge to the scholarly literature regarding environmental issues in the country. Based on multiple sources of information, the article shows that despite the high public support for solar-generated electricity, the proposals for the construction of such energy infrastructures have been evoking increasing opposition from local actors and environmental organizations. The main reasons pinpointed relate to environmental, landscape and economic damages caused by prospective land use changes, as well as to procedural injustices in the planning and consultation phases.
The calm before the storm?

A nation undergoing accelerating energy transitions with ambitious climate targets discovers lithium. In recent years, Portugal has made headlines inter alia for running on renewable electricity for over a month, setting world records at solar auctions, closing its last two coal-fired power plants, and investing majorly in green hydrogen for regional public transport fleets. Lithium extraction for battery manufacture can give it leverage in a sector where it has lagged: manufacturing for energy transitions. Bureaucratic machinery has begun whirring in this direction. Yet, extraction carries risks of environmental destruction, community displacement, and populist backlash. Hence, mapping extraction sites has evoked public opposition and triggered debate. Drawing on civil society publications, policy papers and reports, media coverage, field observations, and interviews with social movement representatives, we interrogate the emergence of a lithium frontier in this greening country. We analyse the human geography and social anthropology of mapped extraction sites, to discuss what social movements have emerged and how they are reflected in official political frames. We do not take a position based on technical assessment, but rather analyse available facts as energy social scientists familiar with the sociotechnical geographies of the Portuguese energy system. We conceptually engage literature on the making of resource frontiers and moments of transition, to foreground the sort of meaning being made and performed in this rapidly unfolding national low-carbon energy future. While unpacking exploration and licensing processes reveals tensions with social justice issues, how hybrid governance navigates these issues will define emergent extractive proclivities.
The Renewable Energy Transition and "the People"

Local contestation to the deployment of large-scale renewable energy infrastructures has been increasing. Right-wing populism has also been on the rise across the world. This article aims to explore the potential relations between these two socio-political issues, by analyzing Portuguese media discourses on the renewable energy transition and if and how those expose associations with right-wing populist rhetoric. 465 articles published by Portuguese newspapers were analyzed through Thematic Analysis, which revealed three main themes: Portugal at the forefront of the green transition; the dark side of the transition; and, less pervasively, energy justice as crucial for a green transition. These themes and how they are discursively organized resonate with far-right wing populist rhetoric, such as nationalist, anti-elitist and anti-establishment views. This might find echo in rural communities affected by the green energy transition feelings of marginalization.
Adoption of renewable energy innovations among hoteliers in Portugal

This article examines the owners' and/or managers' perceptions and attitudes towards the adoption of renewable energy innovations in hotels in Portugal, as well as the factors that affect the adoption. The study is based on an e-mail-based survey conducted with hoteliers in 2022 (n = 208). First, the results demonstrate that despite the respondents' positive perceptions of renewable energy, the adoption level of renewable energy innovations in hotels is low. Second, the reasons given for this gap relate mainly to unfavourable market factors. Third, market factors have a statistically significant influence on adoption. In contrast, the characteristics of the hotels and hoteliers, their opinion about the need to cut the carbon footprint of tourist accommodations and the type of hotel ownership have no significant influence. Este artigo analisa as perceções e atitudes dos proprietários e/ou gestores relativamente à adoção de inovações de energias renováveis nos hotéis em Portugal, bem como os fatores que influenciam a adoção. O estudo baseia-se num inquérito aos hoteleiros realizado por e-mail em 2022 (n = 208). Os resultados demonstram, em primeiro lugar, que apesar das perceções positivas dos inquiridos sobre as energias renováveis, o nível de adoção de inovações em energias renováveis é baixo. Em segundo lugar, as razões apresentadas para este diferencial relacionam-se principalmente com fatores de mercado desfavoráveis. Em terceiro lugar, os fatores de mercado têm uma influência estatisticamente significativa na adoção, enquanto as características dos hotéis e dos hoteleiros, a opinião destes sobre a necessidade de reduzir a pegada de carbono e o tipo de propriedade do hotel não têm influência significativa.
