Portugal e o Bloqueio Naval na Grande Guerra. Uma lição aprendida e esquecida

Abstract

A presente investigação tem por base a problematização do modo como a tecnologia e a doutrina naval propiciaram uma evolução na política de defesa naval, mas também como factores de política interna e externa influenciaram a frente interna marítima nacional no contexto da Grande Guerra de 1914-1918. Até que ponto essa evolução marcou a modelação da Marinha Mercante e de Guerra portuguesas perante uma situação de guerra ao comércio marítimo à escala mundial, mas também a sua interligação com as crises política nacionais, ou as consequências das políticas de bloqueio naval internacionais que foram transformando o acesso ao mar. Para a contextualização da existência de uma frente interna marítima foram sustentadas dois objectivos que deram rumo à investigação, reconhecendo claramente a existência de um plano comum indissociável entre a economia e a liberdade nos mares, numa relação causa-efeito dentro de uma visão enquadrável na evolução da guerra no mar e em especial no seu contributo para a beligerância nacional no conflito mundial. O primeiro objectivo de procurar até que ponto o enquadramento tecnológico e geográfico influenciaram a transformação da marinha, no sentido de apreender a evolução da defesa marítima e como as concepções históricas do espaço atlântico e colonial estiveram ligadas com a estratégia peninsular e de neutralidade. O segundo objectivo examinar a envolvência de questões operacionais de marinha perante o objectivo político nacional de beligerância e da ameaça real e material que a evolução da guerra ao comércio marítimo sem restrições foi progressivamente exercendo. Em suma, dentro de uma perspectiva que coloca a frente interna marítima num plano com elevada relevância para um alargamento da sua análise histórica, em ambiente comparativo e internacional, mas também interessante confirmar a importância da frente interna marítima para a logística comercial, defesa de soberania e para a diplomacia externa nacional.

The present investigation is based on the problematization of the way in which technology and naval doctrine propitiated an evolution in naval defence policy, but also internal and external policy factors influenced the internal maritime front in the context of the Great War of 1914-1918. To what extent has this development marked the shaping of the Portuguese Merchant and War Navy in the face of a war on world trade, but also its interconnection with national political crises, or the consequences of the international naval blockade policies that have transformed the access to the sea. In order to contextualize the existence of the internal maritime front, two objectives have been supported which have led to the investigation, clearly recognizing the existence of a common plan inseparable between the economy and freedom in the seas, in a cause-and-effect relationship within the framework of evolution of war at sea and especially in its contribution to national belligerence in the world conflict. The first objective was to examine to what extent the technological and geographic framework influenced the transformation of the navy in order to understand the evolution of maritime defence and how the historical conceptions of the Atlantic and colonial space were linked to the peninsular and neutrality strategy. The second objective was aimed at examining the involvement of navy operational issues in the face of the national political goal of belligerence and the real and material threat that the evolution of the war to unrestricted maritime trade was progressively exerting. In brief, from a perspective that places the internal maritime front on a plane with a high relevance for an extension of its historical analysis, in a comparative and international environment, but also the interesting to confirm the importance of the internal maritime front for commercial logistics, defence of sovereignty and for national foreign diplomacy.
