O sistema de videovigilância

Abstract

Entitled the video Surveillance System and its effects on crime prevention and investigation, this dissertation aims to bring to the discussion, the beneficial effect that this system can have on the action of criminal Prevention and investigation of our police organs Criminal and security agents. The present dissertation is composed of a theoretical part, which essentially focused on a bibliographic research carried out in books, dissertations, scientific articles, legislation and Internet pages on the subject under consideration, and a practical part composed Essentially by a statistical analysis of data referring to the municipalities of Amadora and Fátima, before and after the implementation of the video surveillance system, and some interviews conducted to entities and representatives of institutions of both Municipalities under study. The information collected, in interviews and statistical data, was the subject of analysis and comparisons, which led to the conclusions presented in the present study. With the data obtained, it is intended to assess whether the use of this system constitutes an added value for criminal prevention and investigation, if it has a deterrent effect on criminals, whether it is possible to reconcile the right to the privacy of private life, with the right of image and the right to safety, and whether, in fact, with the use of this crime system decreases or transfers to other areas not guarded by camcorders. In this sense, it intends to contribute to the deepening of knowledge on the theme of video surveillance and to defend, based on the results obtained, the implementation of this system in public places, where high crime levels are present, Coordinated by an information coordinator office.

Intitulada O sistema de videovigilância ― Prevenção e investigação criminais, esta dissertação visa trazer à discussão, o efeito benéfico que este sistema pode ter na ação de prevenção e de investigação criminais dos nossos Órgãos de Policia Criminal e agentes de segurança. A presente dissertação é composta por uma parte teórica, que incidiu essencialmente numa pesquisa bibliográfica efetuada em livros, Teses, dissertações, artigos científicos, legislação e páginas da Internet sobre a temática ora em apreço, e uma parte prática composta essencialmente, por uma análise estatística de dados referentes aos Municípios da Amadora e de Fátima, antes e após a implementação dos sistema de videovigilância, e algumas entrevistas realizadas a entidades e representantes de instituições de ambos os municípios em estudo. A informação recolhida, em entrevistas e dados estatísticos, foi alvo de análise e comparações, o que levou às conclusões apresentadas no presente trabalho. Com os dados obtidos, pretende-se aferir se o recurso a este sistema constitui ou não uma mais valia para a prevenção e investigação criminais, se o mesmo tem um efeito dissuasor nos criminosos, se é possível conciliar direito à reserva da intimidade da vida privada, direito à imagem e direito à segurança, e se, de facto, com o recurso a este sistema a criminalidade diminui ou se se transfere para outras zonas não vigiadas por câmaras de vídeo. Nesse sentido, pretende-se contribuir para o aprofundamento do conhecimento sobre a temática da videovigilância e defender, com base nos resultados obtidos, a implementação deste sistema em locais públicos, onde se apresentem níveis de criminalidade elevada, coordenada por um Gabinete Coordenador de Informação.
