O “Cyber-empowerment” do indivíduo e (in)segurança nacional

Abstract

We are living in an era where tecnology has become a great portion of our everyday life, a lot of tasks, activities and services are liable to the functioning of the global network and their presence on cyberspace. Returning to the past, we can note that before this digital era, the technological and societal evolutions were ruled by a longer adaptation period by society and also economy and industry. The various processes created and implemented, were harder and longer, which does not relate to what we see nowadays. Presently, new barriers are being broken accordingly to what existed in the past, and these new creations end up modeling the World and the way we interact with it and with others. In the present dissertation, the main focus of the study will be the role of the individual in the briefly stated new dynamics and balance of power, enhanced and influenced by new technologies and its impact and implementation. As well as the impact that that said empowerment may have in the National Security of the international order States. How can an individual become a bigger threat than a State? What are the tools available to citizens that can improve their lifes, but simultaneously, endangering the lifes of thousands around the globe? Are we prepared enough, individually or colectivelly, for the power that only one person can gather thanks to the source of knowledge and gate away offered by the cyberspace?

Vivemos numa era onde a tecnologia se tornou uma grande parte do nosso quotidiano, muitas tarefas, atividades e serviços estão hoje dependentes do funcionamento da rede global e da sua presença no ciberespaço. Num regresso ao passado podemos denotar que antes desta era digital as evoluções tecnológicas e societárias pautavam-se por um maior período de adaptação por parte da sociedade e das próprias economia e indústria. Os vários processos criados e implementados, eram mais morosos e mais duradouros, o que não se revê hodiernamente. Presentemente, são quebradas novas barreiras em relação ao que existia previamente e estas novas criações acabam por modelar o mundo e a forma como interagimos com o mesmo e com os outros. Nesta dissertação, o foco central do estudo será o papel do indivíduo nestas novas dinâmicas e balança de poder, potenciadas e influenciadas pelas novas tecnologias e pelos seus efeitos e implementação. Assim como o impacto que esse empoderamento poderá ter na Segurança Nacional dos Estados da ordem internacional. De que maneira pode um indivíduo ser uma ameaça maior do que um Estado? Quais as ferramentas ao dispor dos cidadãos que podem melhorar as suas vidas, mas ao mesmo tempo, fazer perigar as vidas de milhares de pessoas por todo o globo? Será que estamos preparados o suficiente, seja individualmente, seja coletivamente, para o poder que um só consegue aglomerar graças à fonte de conhecimento e porta de entrada oferecida pelo ciberespaço?
