Um serviço de informações comum para a União Europeia

Abstract

Given the times we live in and the threats to our security, we should reconsider how we view, analyze, and attempt to address these same threats. Never forgetting the importance of the Security Forces specifically, this dissertation will focus on the role of Information Services in combating new threats, with the goal of maintaining Security. Looking carefully at the constant and unrelenting evolution of the threats to the Security of the Member States of the European Union, and not only, I present this work to suggest a solution that optimizes the annihilation of these by Information Services at the level of the European Union, through a Common Information Service to Member States, to act effectively. This dissertation will be organized by chapters in which various topics will be addressed, such as the dichotomy between the concepts of Internal Security and External Security; threats to Security (Internal and External); the legal system of the European Union; the method of operation of the European Union, in particular its structures; the presentation of some European Information Services, namely: Portugal, England, France and Germany, and others of extreme importance in the world scenario such as the Mossad and the Information Systems of the United States of America. Finally, the possibility of the existence of a Common Information Service for the European Union will be discussed. In this venture the organization and its performance should be based on the correct and efficient functioning.

Tendo em conta os tempos que vivemos e as ameaças à nossa segurança, deveremos reconsiderar a forma como encaramos, analisamos e tentamos resolver estas mesmas ameaças. Não descurando, nunca, a importância das Forças de Segurança per si, a presente dissertação irá debruçar-se sobre o papel dos Serviços de Informações no combate às novas ameaças, com o objetivo da manutenção da Segurança. Analisando, criteriosamente, a evolução constante e incansável das ameaças à Segurança dos Estados membros da União Europeia, e não só, proponho-me, neste trabalho, a sugerir uma solução que otimize a aniquilação destas, por parte dos Serviços de Informações, ao nível da União Europeia, através de um Serviço de Informações Comum aos Estados Membros, que atue de forma eficaz. Esta dissertação será organizada por capítulos nos quais se irão abordar diversos temas, tais como a dicotomia existente entre os conceitos de Segurança Interna e Segurança Externa; as ameaças à Segurança (Interna e Externa); o Sistema Jurídico da União Europeia; a Forma de Funcionamento da União Europeia, mais concretamente os seus órgãos; a apresentação de alguns Serviços de Informações Europeus, nomeadamente, os casos de Portugal, Inglaterra, França e Alemanha, e outros de extrema importância no cenário mundial como a Mossad e os Sistemas de Informações dos Estados Unidos da América. Para finalizar, será debatida a possibilidade da existência de um Serviço de Informações Comum para a União Europeia, cuja organização e atuação deve primar pelo correto e eficaz funcionamento.
