Os custos na deficiência visual em Portugal: estudo exploratório

RESUMO - Introdução: A deficiência visual acarreta um impacto humano e económico
significativo, quer nos indivíduos, quer na sociedade. Mundialmente, encontram-se
reportados elevados custos relacionados com a deficiência visual. Contudo, os custos
indiretos e os custos diretos não médicos não têm sido previamente medidos devido à
dificuldade na obtenção de dados fiáveis e abrangentes.
Objetivos: Esta investigação pretende analisar os custos decorrentes da deficiência
visual e relacioná-los com os diferentes níveis de acuidade visual. São analisados os
custos indiretos provocados pelo absentismo laboral e pela perda de produtividade, e
os custos diretos não médicos suportados pelos indivíduos, traduzidos pelos serviços
e tarefas domésticas, ajudas técnicas e cuidadores informais.
Metodologia: Trata-se de um estudo quantitativo, descritivo, observacional e
transversal, de carácter exploratório, que visa analisar relações estatísticas entre os
custos supracitados e os diferentes níveis de acuidade visual. Recorre à metodologia
quantitativa, mediante a aplicação de um inquérito por questionário. Os dados
recolhidos referem-se a custos auto-reportados numa amostra de 120 indivíduos com
deficiência visual (com acuidade visual classificada entre 0 e 0,5 na escala decimal).
Resultados: Identificaram-se custos indiretos significativos, nomeadamente um custo
médio anual de, aproximadamente, 10.900€ por indivíduo para a perda de
produtividade, sem diferenças estatisticamente significativas para os diferentes níveis
de acuidade visual. Relativamente aos custos diretos não médicos, foi identificado um
custo médio anual de aproximadamente 1.250€ por indivíduo, com custos médios
superiores em indivíduos com níveis de acuidade visual mais baixos (p < 0,05).
Conclusão: Existem elevados custos relacionados com a deficiência visual que não
se restringem à utilização dos serviços de saúde, nomeadamente custos indiretos e
custos diretos não médicos, que devem continuar a ser alvo de investigações futuras e
que permitam conhecer, de forma mais estruturada, a realidade da deficiência visual
em Portugal.
ABSTRACT - Introduction: Visual impairment causes a significant human and economic impact, both in individual and in society. Worldwide, high costs are related to visual impairment. However, indirect and non-medical direct costs have not been measured previously due to the difficulty in obtaining reliable and comprehensive data. Objectives: This research aims to analyze the costs of visual impairment and relate them to the different levels of visual acuity. The indirect costs caused by absenteeism and loss of productivity will be analyzed, and non-medical direct costs supported by individuals, reflected on by services and housekeeping, technical aids and informal caregivers. Methodology: This is a quantitative, descriptive, observational and cross-sectional study, with exploratory disposition, aimed at analyzing statistical the above mentioned costs and different levels of visual acuity. It applies the quantitative methodology through the use of a questionnaire. The data collected refers to self-reported costs of a sample of 120 individuals with visual impairment (visual acuity rated between 0 and 0,5 in decimal scale). Results: Significant indirect costs were identified, namely an average annual cost of approximately € 10,900 per individual for the loss of productivity, with no statistically significant differences for the different levels of visual acuity. For non-medical direct costs, an average annual cost of approximately € 1,250 per individual was identified, with higher average costs in individuals with lower visual acuity levels (p value < 0,05). Conclusions: There are high costs associated with visual impairment, which are not restricted to the use of health services. They include indirect costs and non-medical direct costs, that should continue to be the subject of future investigations to provide better structured knowledge about the reality of visual impairment in Portugal.
